That we have a wrotchei judiciary system, the most expensive and tardy in the application of its machinery that could be devised, there can be no question. Now I make a suggestion to the Legislature for a radical chance, viz : Strip the Circuit Courts of original jurisdiction of pre bate, misdemeanors, and ot civil actions where the claim is less than $100, enlarge the circuit?, and let there be two sessions each year, and lelegate a large number of Circuit Judges to private life es rast as their terms of ofhee shall expire. Hints to the Lesiilature. rcommunicated.l It appears as if the people were going to be sadly disappointed with our present Legislature. It was generally thought that we had elected the ablest set of legislators the State had ever had, which is, perhaps, true, but then we are beginning to realizs that there is Euch a thing as having too much ability in a legislative body. About onethird of the time of the session has passed, and the time been taken up by a few of the would-be statesmen in wrangling over unimportant measures that would have been tetter if they had died "a bornla'." I see that a distinguished member has proposed a bill to reduce tho legal rate of interest to (3 per cent., which strikes a large cumber of the borrowing class es very ru'cidfl at this juncture. A large cumber of farmers all over th Stats havo moLey borrowed, and the time for payment is now at hand and they are unable to rr.cet them in consequence cf the extreme low price of farm products, aid thnronly means of raving thercseives from utter ruin is in renewal?. moneyed affairs of theState, and ths man who dees so for the sake of a little cheap political buncombe, will sooner or later ethe folly of his action. With money at per cent, and taxes on tbe notes in the bands of tho owneis, who may live In atme of the incorporated cUie?, at 2, 21Z or 3 per cent, eeerus like a rather poor investment. An inequality of our tax law that tems not to bave struck the average legislator is the taxing of notes in the hands of mortgagors end then a tax on the morrgiged property ssainst the mortgagee. If we cSu'a correct that evil and relieve the mortgagee fron taxation in his indebted cesa it strikes me that it would be a greater relief to tbe debtor class than an attempt to enforce a lower rate of interest. I bave watched the legislative proceedings with great interest hoping to see some measure oi practical interest to the people proposed, but must fay I in common with the people in this eection have been sadly disappointed. We had hoped to Lave something done with onr present onerous and infamous ditch law. but bave concluded that the present body is totally incapable of dealing with it. Perhaps the best thing for them to do is to pass the necessary appropriation b lis and adjourn, and let tbe people elect practical farmers to the next body, and send thee fellows on foreign missions, or something nnre adapte' to their high order of iate'decta. The Sentinel gave tbe correct sound with reference to the investigation of the State Treasury, but onr members seem to be quib bling over the demagogy of Governor Porter in his iiisinnaticg meae. While I have tLe utmost confidence in the safe ccrdllion of tbe Stage's finances under cur efficient State Treasurer, it stems to me tbat the Democratic n embm should be aoxious to make tbe investigation for no other purpose than to show ex Governor Porter np in his true light and to placa John J. Coorer clear of the least shade of suspicion, as I feel certain wi'l bs tbe ces?, before the people, and taking a c!uh out of the Republicans' hands which they can letter us over thir heads.
