The system of regulation" by the old National Bank bought the most wide-spread devastation with it; bat .the "safety fundi," and all the guards and restrictions which the several States ha Ye imposed, only change the direction of the revulsion, they never diminish its force. An immense expansion haa taken place in the last two or three years in the manner to which we have before alluded on the newly-invented security plan. This proceeded on the assumption that the securing of the note-holder was the oaJr object to be effected. The great and Inherent general evils of the paper , system were overlooked or disregarded and these are what now press upon the market. It is universally un-1 derstood and acknowledged that where the currency.iacreases artificially, prices rise, inducing imports, checking exports, . involving an export of spe j cie, which depletes currency; causing prkee to recede, imports to cease, and exports of produce to revive. When, under an inflation, the point of exporting specie is reached, money becomes scarce, curtailment takes place, and formerly large numbers of issuing banks ' failed because they had no means to redeem the notes that re mained' worthless in the hands of holders. To protect these latter, the sscured system was devicsd. It now happens that when the banks fail, they hare securities which they send to the tititt to exchange for gold in order to par holders. Thisjconstitutesjthe peculiarity of the present pressure; the export of gold to pay for the goods which the paper issues induced to come here is accompanied by an active demand for gold for the interior to pay bill-holders. This latter demand would, under such circumstances greatly add to the existing pressure." Tho cashier of the bank found himself short in his accounts about two hundred thousand dollar, at a time when he foresaw an inevitable disclosure from an examination of accounts, which was ordered to take place within a short . time. Not seeing any escape, he consulted a friend of his who was an attorney, askin; for his advice. The attorney, on ascertaining that the cashier , had no property that was available to convert into cash to cover the deGeiency, recommended him to take 6200,000 more, and then, when the discovery took place, he would have something to negotiate with, so as to induce the directors to refrain from making a publio exposnre. . The cashier took his advice, abstracted the additional sum, and when the discovery took place, conferred his error, and told tho directors that he would get his friends to make amends, provided they would not punish him. For a man may brave a lion, but he likes not to come in contact with nettles and musquitocs. 6. It ocstrots osi's peace or mixd. The more one frets the more he mar. A fretter will always have enough to fret at, especially if he cr she has the bump of order and neatness largely developed. Something will alvray be out of place. There will always be some dirt somewhere. Others will not eat right, look right, talk right; he will not do things so as
topleastt them. And fretters are generally so selfish as to have no re gard for any one s comfort but their own. ' 7. Any person who is in the habit of fretting or sneering, taunting their husbands, wives, children, or domestics, shows either a bad disposition or else ill-brccding.
