The Chairman of the Committee on Foreign Relations, in a speech in favor of placing three millions of dollas in the hands of the President to buy peace with Mexico, said, that the President was of opinion, from communcalions he had received from Mexico, that peace could be had, and he was willing to assent to it, provided Mexico would cede to us New Mexico and Upper California. Of course, this does not look to the acqusition of territory. Mr. Miller thought the threa millions would not command peace. Four millions were asked last sfasiM. three. !t we grant the money, it will disapear, and peare be as far off as ever. He said "it was now for the first time avowed for the President, that the object of the war is conquest the dismemberment of the Mexican Republic. He was opposed to all such designs. He thought the war must goon, and when the bill was footed up, it would be found that its first vear would cost us 100 000 000.'"-Gin. Gaz. From the Cineinnali Times. Railroad to St Louis. The meeting at the Merchants' Exchange Wednesday evening to respond to the action of the city of St. Louis, in relation to a proposed railroad from St. Louit to Cincinnati, was well attended. Oa motion, Hon. Henry E. Spencer, Mayor, was called to the Chair; E. D. Mansfield and W. D. Gallagher, Esqs., were appointed Secretaries; Messrs. S. H. Goodin, R. Buchanan, Jas. Cooper, Geo. Holmes and Jas. Pullan. were nominated, and took their seats as Vice Presidents. His Hjnor slated the object of their meeting to be to respond w the recent movement by the author ities of St. Louis, in regard to an internal line of communication between that city and our own. The proceedings of the Board of Aldermen of the former place were read, which among other things, proposed to aid the work by a subscription of half a million of dollars on the part of St. Louis. W. R. Mortis, Esq. addressed the meeting, showed the importance of the contemplated road, and stated the distance to be about three hudred and forty miles estimated the cost S 4.003.000 -the nrobahle route via Hami t n. E. D. Mansfield, Esq., offered an additional resolution, which was adopted, and addressed the meeting in a comprehen sive speech, embodying a great amount of geographical and statistical detail, german to the subject under consideration, which was listened to with much attention. A corresponding commilte was then appoin ted, to open and keep up a communica tion witn an otners interested, or sup posed to be, in carrying out the plan of 'he Road, with power to fill vacancies, viz: Wm, NefT, John Brough, Chas. To our Readers. The Grand Division of Indiana being located at present at Brookville, we are necessarily called upon for the time to give some notices of the p roccedings of the Order. We hope the space occupied will not offend such of our readers as take no interest in this matter. The Order is beginning to attract the attention of the great and good of our State, and as we have no special organ, the American has to be the medium through which its official notices, and the progress and proceedings of the Order are made public. Our paper is large, and we hope none of our numerous readers will feel offended at the small space we may devote to this subject every week. The articles and notices w hich appear under the head of "Sons of Temperance," in the American ema nate from the O w f . or Indiana, and it would be well, there fore, for the Divisions tinder this jurisdiction to preserve the decisions and instruc tions to regulate their action. Installation. The installation of the officers of the Subordinate Divisions should take place at the first meetings in January, April, July and October. No circumstances should interfere with this business. If the G. W. P. or his Deputy is not present, the Senior P. W. P. must attend to the in at.ll.tinn XV n. n f , . L. . : instances this has been neglected. The : .i . : -l . s . installation should not be postponed even week lo suit the convenience Df the Deputy. It is the duty of the P. W. P's to attend to it. I upon this subject. Every P. W. p. who has read his B. B. cannot mistake his dutv ' in this matter. .i .... 1 Public Procession No Subordinate Division of the S. of T. can appear in public procession, or celebration, in regalia, without permission from the Grand Division. And this permission cannot be granted in vacation. The power is not vested in any officer or committee of the G. D. The privilege can only be granted when in sessi m. Divisions will bear Ihis in mind. A wilful violation of this rn.'e would subject them to a forfeiture of their charters. New Divisions. Since our last publication, the fojlowir?? charters have been granted, to wit : New Garden Division No. 50. in Wayne county ; Shelby Division No. 51, at Shelbyville ; Fairfield Division No. 52, Franklin Co. Brownsville Division No. 53, Union Co. Divisions Organized. X. G. W. p. Hannaman instituted Pendleton Division No. 39, on the 27th ult. Dr. John H. Cook was installed W. P. and Palmer Patrick R. S. The prospect for good is very flattering. Philanthropic Xo.43, at Richmond, was organized on lhe28ih ult. Wm. A. Bickle Esq, was installed W. p. The Deputy who organized the Division has made no report to the G. Division. Will he please attend to it ? Goshen Division AV 38, was organized on the 1st inst. by J. II. Orr, D. G. W. P assisted by twenty-two brethren of Si. Joseph Division. This Division is located in Elkhart Co., where there is mnch woik to do. F. A. Reed is the W. p. and T. G. Harris R. S. Obituary. Lacbcl, Feb. 5, 1847. Brother Clarkson: Dear Sir. Death hasag iin invaled the circle or our order. Another worthy and highly esteemed brother has, we trust entered that "haven of rest where sorrow is never known and where love and harmony will reign lorever." In behalf of the Division of which he was an efficient and truly devoted member, and Tor the consolation of his deeply bereaved friends, we send you a brief memento of our deceased brother for publication. Brother G. M. Smith, whose ear ly death we have so recently been called to lament was born July 30th 1812, in or near Brookville, Franklin Co. Ind. His father Benj. Smith is well known to many of the first settlers of this Co. having served them in years gone by, as associate judge; and taught many of their children the first principles of an English education. His son George has resided in this Co. almost entirely rrom the period ol his birth to hi dissolution. He married in the 2lt year of his age a daughter of.Mr. Samuel Rickord. Sometimeafter his marriage he embraced religion and continued to live a faithful and zealous member of an orthodox church for many years being part of the time a useful, diligent and highly esteemed leader in the M. E. Church. In 1843 together with a number of other respectable members of the church to which he was connected embraced the doctrine of the Second Adcenlists. Sometime after this, for reasons we are not informed he withdrew his membership from the church and we know not of his being at any time since a member of any Evangelical order, but he continued to sustain in this community a consistent life always giving abundant evidence of being firmly established in the doctrine of experimental religion. He was among the first to unite with the order of the Sons of Temperance in our village. And nobly, and firmly did he unite all the powers of his mind and generous feelings of his heart in promoting the exhalted object of our heaven hnm rusutuiion. lie filled with dignity and due diligence for one term the office of A. C, and was conductor Elect, when taken prisoner by the King of Terrors. During the night of January the 14th he was taken dangerously il!-on the following miming he was seen by his physicun, who found him laboring under all the premonitory symptoms that usually usher in the more violent forms of Tvphoid Fever. On Monday the 25ih the members of Harmony Division No. 14, and a number of Brethren ftom Connersville, Metamora, and Farelteville in solemn procession, each wearing badger of mourning; together with a number ol re'atives and a large assemblage of acquaintances, consigned his body to tne grave after hearing attentively a funeral sermon on the teathofour distinguished Brother, by the Rer. John Linville from Rev. 20. G. We are authorised by the Division to forward along with the above, the following Resolutions.
