I bam several times since been assured that my personal friend, and many who, without the claim of personal acquaintance, hare laken an interest in my official career, feel that some explanation of the cir cumstances and motives of my action it due to them. As far as facts are ' concerned, it will suffice for the present to say that, after '.he adjourn ment, aboat tbe t.rttot May, 190 J, ol tbe "Commission" which investigated my campaign, my correspondence - with the War Department was confined to a monthly report to the Adjutant ueneral that I was wailing for the action of the War Department on the proceedings of that Commission; thatabo'it the first eek in April last I was offered com mand onder General Sherman, my jtsnior, winch I declined; that about three week later I wa again offered com mand under General Caiibv, also my ju nior, which I declined; that about three weeks later I received notification that I was mustered out my rank as Major General of Volunteers, and that on the same day I sent in my resignation as Colonel in the Adjutant General's De partment of tbe liegular army. 1 be impulses ol most me would ap prove my course in tbis matter, if it even rested on no other ground thaa a determination not to acquiesce in any measure that would degrade me; but 1 had a higher motive than that I be lieved that the policy and means with which the war was being prosecuted were disreputable to tbe nation, and stain upoa civilization; and that they would not only fail to restore th Union, if indeed they had not already rendered its restoration impossible, but that their tendency was to subvert the institutions tinder which the country had realized unexampled prosperity acd happiaest ; and to sucn a work I could not lend hand. While there may bar been more or less of personal ambition mixed np in tb movement of secession as tbere must generally be in the management of political anairs yet 1 do not doubt that it was mainly detesmined by an honest conviction in the minds of those who en gaged in it that the control of the Government had passed permanently into the hands of a sectional party, which would soon trample on the political rights of the Suth. This apprehension wa shared in by a very large portion of the people who did not favor Recession, and who were so anxious for the pres ervation of the L nion tbat even coercive measures, if tempered by justice and mercy, would not have estranged them. Under these circumstances the tne of military force to pnt down armed resistance was cot incompatible with a restoration of the Union, with it former glories and affections, provided th means were employed in such a manner as to convince the people that their constitutional right would be respected. Suh a policy, therefore, in the use of force, if force mast be resorted to, had the mam fest advantage of weakening the power of the rebellion and strengthening the Government, independently of tbe moral force which dignity and justice always lend to authority. A policy which recognized these principle was wisely declared by Congress in ths beginning ot toe war; and Irom a fervent desir for th preservation of tbe Union, in which pride of country and all my interests as a citizen centered, not less than from a natural impulse, I gave that policy my earnest support I nfortnnately it was too otten cheated of ita due effect by the intrusion of sec tional rancor, and Ue injudicious or un faithful acta of AgenU of tbe GoTern ment; and when, at the expiration of a . v . - r year, a system of spoliation and disfranchisement was inaugurated, the cause was robbed of it sanctity, and success rendered more diDcnlt of attainment. J What is the meaning of all this Copbead grumbling at tbe North? To us. there can be bat one explanation: These men do no. want tofijht; they have not the courage. Most of them believe the war is jost, and they were, at ne time, irately ia favor of it; but when they were called to take tbe Geld in person, and show by their act the depth of palrotism, their nnmanly hearts failed them. They could se their neighbor' sons enlisting and marflialirjjr for the contest, and applaud the act. They could even contribute a few dollars bounty, a long aa it -was thought the ranks could b tilled by volunteering. Bat when tb trying hour came, and the Government needed all its able bodied men to defend it against its enemies; when tb extent of the rebellion, and tha desperate character of it leader were developed, they slunk away like whipped cors. To justify tbis mean cowardice, and shield themselves from just reproach they began to eienounc the war. They abused their brothers and friends in the field, because they had not the manhood to shoulder a musket and stand side by ide with them in the defence of a cause which God aad Humanity know i just. Tbey tried to bring reproach upon a calling whose dangers they dare not share, and whose honors tbey could cot hope to gain. There are men enough left who Aare ncTtc, who will brave every danger, surmount every difficulty, no matter at what expense or los of life to preserve our Nationality. Think not of your children. The primitive virtues and native sparking intelligence of the "Dead Heroes, is scarcely entitled to consideration. .
