We are for amendment, and not a re-construction of the C'ontitution : When the Convention called to amend tbe old Cuii.-diUiUou of 181U met in 18.r0, there wm a gn-sit diversity of opinion among the BkefRbata as to the limit and aim of their work. Some contended that they should make a new Constitution entirely, a fresh declaration of riulit-s, and a svsteiu of covernmetit to secure them, enilodyin, all the latest improvements.'1 Others insisted that the Convention was called lo amend tin' Constitution, not to make another one, j and that this was the wisest course anyhow, i whether contemplated in the call or not;' for with our experience of the old onr, we j could tell exactly where it pinched, or where it tit too loosely, and thus could change it to a more pen . t adaptation to our wants without trouble. The question wa? between ; a new one alter late fashions, and the old one, well worn and of excellent materials, which could I easily mended, but could not lie cut over into a new shape. The advocates of the new order of things carried the day. Kverything was to be new and perfect, and, of course, there could Ik- no limiting the suggestion of imptov fluents. Thus ihe C'onvenlion liecame little lettcr thiin a club for debating abstractions. Having no settled landmarks to work by, or to work towards, the whole affair was a chaos. Tettit muddied it by his tierce clamor for the abrogation of grand juries. Jonlen coufused it with interminable and impenetrable speeches about everything, trora criminal relorm to tbe purchase of Uoor matting. Owen stirred it with plaintive appeals for Women's Rights. ' Kelso stirred it up iniscelluneoii.sly, and Kent and Hovey occasionally diversified the proceedings with a fight. Out of this uiuddle came onr present Constitution. That it contains so much that is really good is due less to the Convention than to the popular knowldge of tbe duties of government, which restrained speculation witbiu reasonable limits. Thrown away from the well marked lines which the operation of the old Constitution furnished.

The new Convention, in fact, stood just where the old one did in 181C, and since its labor was completed, wc have been testing it as did tbe "old citizens'" the first Oorutttution. That wc have found it defective is not now denied by anybody. We hare felt it interfere with every effort to restrain the infamous election frauds that have so long disgraced the State. We have fontd it turned into an inceudiary ot our free schools, no doubt against its own intentior We have found it thrust by a corrupt Exec

' it ueprive us oi ail legislation in times cl trouble, when one week s session might have averted the ruin of hundreds of citizens. All these things have been admitted over and over again, and all have come of that unwise determination to make a new Constitution, instead of amending the old one: of disregarding tbe safety of reliuinc wlia we all understood, for the glory ot making something that bad yet to be tried. The eviLs we now endure are none of them like thoie that produced the Convention of lSfiO. ! Local legislation, cumbrous Court practice, ' State partnership in Banking, exorbitant veto power in the Executive, and evils like ! them, were what w e complained of then. Tnis difference proves that if the Convention had con lined its labors to the remedying ot w hat practice had shown to be weak or mischievous in the old Constitution, we should to-day have a government with whose structure and duties there would lie little or no complaint. In resolving to make a new Constitution, they opened the door for new evils, though they excluded all the old ones ucce?sfullv enough. Now wo think the time has come to perform ou the present, the operation tluit should haie beeu performed ou the old Constitution. It has been ia operation long enough to show u where n hurts, and w here it will hurt aa long as it lasts, and when that discovery is made ( erv year that pass es without amendiuen' :.s ro mu. h uunt'cesi sary injury. We don t need a new one, and we didn t need one in ItMK We only need ! to have the execreseetisc" and admitted difficulties removed. We should object to any effort at this day and nftereight years' experience of the present Constitution, to supplant it by another manufactured under the pressure of present feelings and opinions, just as we objected to the substitution of the present lor the old Constitution. The reforms needed can be mode without the trouble of a reconstruction. The Convention of 1850 tore down the house to cure a smoking chimney, and put in two or three new windows, and acted unwisely, a" we firmly believe, in so doing. Wc do not think the experiment should be repeated now. A Convention can easily amend the three or four more objectionable points in 'the present Constitution in two weeks, and indeed a sessiou could hardly be i tf protracted beyond that time, if its work is limited to what is necessary to be done. It is easy to settle and adopt amendments to work already done, but, as the Convention found in 18o0, it is a weary, and not alw ays beneficial, labor to do the whole work over. There are, of course, ditTereut opinions as to the amendments needed, some regarding one, and others regarding another, as the most important. Hut when all sections of the State are assembled in Convention it will j easely be seen what ones are generally es- ; teemed worth considering. And wc maybe sure that after so long a trial of our Consti- ' tution, whatever is likely to need amend ment is known, and if properly cared for now we mav avoid more imperious call a few vears heuce.
