The following "Appeal has tieun published by the Louisville .Executive Comnnitee of the "SoulhweHer,^Relief Coiauiis3ion for the aid of. the Destitute in the Southern plaits." tbe ''Appeal,'' which

\yo publish at the request of the Commit* tee. It is one which commends itself to the benevolence of our citizens:

The very deplorable condition of many of our own people in the Southern States at the present time is a matter of grave Consideration. The many appeals for charity'.uit around us, and the calls irem abroad for help, have attracted our attention and secured our aid.' But we desire you uoft to too much disregard a call that is at our very doors, and, we believe, in fugny respects, more urgent than any laid before oujf people. A people once blessed with'ail tbe comforts of liie, are now suffering for the very necossanes to sustain .life. The devastations of the late war, and a tkilure of tho late crops have rendered ivonilesd maby families tn supply themsWv^e With necessary food and clothing. The head* of familie# being unable, from the prostration consequent upon tbe war and the deficient harvest, stand powerless to either sustain themselves, sucecr their wives or children of their household. Old age staxidf helpless, and the orphan and widow with them, join in the cry of "giro us bread," 1

solemn sceno was enacted to-day in the Senate of Ten nessee. J, "i'ou Lavt already bad a brief account by telegr/ipii. of the ,atrjCious murder of Senator Almon Case, ut the hands of a reh^l guerrilla rtumed Prafrk jburns I'btreare oucumstanccb connected with this affair which makes a 0110 ol the »adfdest episoUea in the history of the great rebellion—a. rebellion winch, although temporarily suppressed by force of arms, again raised its hideous bead and is as malignant. and murderous to-day as at any tune between the firing upon Fort Sumter and the surrender of Loe. I illE man.

I am told that Senator Case was a iiutiveoi Ohio, although be removed to'Tennessee at an early dny, became a citizen tbia State long before? tbu war, built up a home witbin her borders, and saw an interesting family springing up around him. All Lis interests became thoroughly identified with thosaof Tenneasee, but he never forgot the traditions of loyalty and freedom which ho learned at. an early day in his nativo State and luckily he found no small number of man "to tho manor born," who were loyal a* himself, and who lent and received from him moral unel fubstan-t!-»l support.

Consequently when treasun begtui to raise its head in 'i'aiinessee, it met witik no more detormined. opponents that Mr. Case ana.several of his neighbors. Ajs is well known,-however, the greater portloii 01'tho people of Weet Tennessee, demornU lzed and vitiated by the institution of slavery, went heartily into tbu rebellion, and sustained tho conspiracy agamst tbeff country wah a malignancy which equaled in intensity the seal of patriots in its detense. Senator Cascj and others were com-'

'Case perceived the necessity of taking such measures as would prevent tho State from falling hack into the hahdS'ot the rebels as soon t« the UiJitta iitat«» troops were removed, and tegan to agitate in his own quiet and earnest way lcr a reorganization of the State government on a loyal basis. Perhaps ne OM as much a* auy other ta' uie taahuil lew who held lLst to their integrity in his portion oi the .State, to arouse tbe loyalists to action upon this vital subject, tie himself was a member of tho Constitutional Convention wmch as-.ecubied ih ebruary oi 1865, and attracted attention at mat time by his modest devotion to principle, ar,d by his unyielding, though unat'Siimifjg patriotism, ."iuhstiquentiy he was chosen a member of tUe upper branch oi ttse Tennessee Legislature, acquiring lrom the ilrst the Jove ol tuose with whoin he Wui aasuciated politically, and winning even iioin the o{ip/iiie parly rripect ac.t eitcem.

Peace had ostensibly returned. The] exiled family bad come home. His fellow citizens had called upon Mr. Case to assist in reorganizing tho distractedijtate. The rebellion wss apparently overthrown. The authority of tho United States was nominallT re-established in the revolted districts. The btroavc-4 lamHy was beginhing to recover lrom the cruel-wound infiicttd upo.i it by the ioj? of its first bom. But in an evii hour, (Aoto evilOo.d and the loyal people of the South only know,) the treachery of Andrew John, •eon revived she drc.opin'spirit of rebellion, ana placed a dagger or pistol in every ruffianV hand Then the peaee which Senator Case and his family had a right to espect'from tho triumph of, the Government, utterly failed Vhem. The ). hounds of treason began to bay everywhere upon the track of loyal men. Several of the Senator's neighbors were murdered under circumstances of Sendish atrocity. From that hour Senator Oaso fell that bis own fate was sealed. His Government, bad triumphed in war. The flag he loved had been borhe victoriously throughout tho South. Gurgallant soldiers had ccnquercd peace. But tho treachery of one man had made that peace more cruel than tbe direst war. That peace for Senator Case and his family, was tho very bitterness of death. Ho continued still to perform his part. He still professed devotion to his country. He swerved not one hair's breadth from the lino of duty. I3ut he feit that he tod must die.

THE FINAL BLOW.

A week ago lust Friday tvening the final blow came. Frank Farris, one of a band of guerrillas who infest Obion, and the neighboring counties, was in Troy, .the county seat of Obion'. Mr«M..H. Kinman, deputy Sheriff of tho county, audit Union man, left tho place to attend to official duties. Farris jumped on his horse, followed Jiinman, overtook him, accosted him, and rode back with him,to town. There had nover been any private difficulty between them, but Mr. K-insman's well-known loyalty was sufficient cause for enmity to the death 011 the part of Farris and just, as Kintnan reached town and was abont to descend from his horse, the rebel discharged a bull-' et into the right side- of his tiicol The wound wts doubtless mortal, although at last accounts poor Kinman wiv^tiu.alive, but in terrible agony.

A plain statement of facts. inherited Scroi ula, and many of my relations have died of it.-* In 1838 my case was frightful. Tumors and ulcers spread until in 1812, under the advice of my phyiicians I went to Avon Springs. 1 reoeived no l)8Deflt—tried everything I could. 1 had to rest imy arm on a cushion, and bad not been able to raise it to my head for over a year. The discharge from two ulcers was nearly a pint a day. Amp tatlon was recommended, but pronounced dangerous. I could not 6l*ep, and my -sufferings were Intolerable. A friend brought me an English physician who applied a salve with which he said he bad accomplished extraordinary cares in the hospitals in Edg'ar.d.
