Head letters with the writer's post office and State, street and number, sign them plainly with full name, and request that answers directed accordingly. "3. Letters to strangers or transient visitors in 1 a town or city, whose special address may be unI fenown, should be marked, in the lower left-hand corner, with the word "Transient." I "4. Place the postage stamp on the upper rightbund corner, and leave space between the stamp amldlrectlon for post-marking withont Interfering with the writing. "N.
