CAMP MORTON.—The Stato
Journal says that on Thursday night one of tho guard at Camp Morton diacovorod a rob«il prisoner omorging from a hole in tho ground dutsidc of tho onc'osure, and, quick as thought popped him ovor. Tho bullot took effort in his hoad, killing him instantly. His namo was James Barnhart, of the 2d Missouri rogiment. An examination of the grounds led to tho discovery of two well consrncted tunnels, ono on the oast and the othor on tho north sido of the camp, oneh near twonty foot in length, and largo onoogh to allow tho easy egrossof a man. The barracks from which these tunnels led were crowded With prisoners belonging in other parts of the camp, whoadmittod, when ques tfoned next morning, that thoy had expected to escape through tho tunnols that night.— Many of thom hod supplied themselves with extra rations anttwerebearert of lettcrs from other prisoners to friends in Dixie. Precautions havo been talran to prevent further tunnelling by digging a deop trench between the barracks and the fence.

HOUSE.—Mr. Dawes ro3ardod it extraordinary that M.. Davi9, or Maryland, etiouia have formerly moved to lay theso credentials on tho table without oven giving Arkansas a frir hearing.
Mr, Davis, oi Md,, said his objection was that their credentials aasumod the pro-exist-oncc of a Stato Govornmont, in Arkansas, which was not true in point of fact. They must first ascertain whether thero is a Sf -to Government theae bofoao they cntortaii me question of admitting a Representative.
Mr. Boutwi I concnrrod in tho views of Mr. Davis, ofMd., saying wo should wait until Drkans^s shall reorganize without military coercion.
Mr. Boutwell then offered a sories of resolutions as declaratory of sense of tho House

regard to tho reconstruction of tho Union,
among the requirements of which are freedom to tho black a* well as the whito mrn. Mr. Kcrnau appealed to the House to devote themselves to practical questions instead ofdiscu.ssing humbug propositions.
Mr. Dawes argued in favor of tho credentials of Johnson from tho com. on clect.iona, and that it be considered without rofejonce io tho question of reconstruction.
Mr Davis replied that in his opinion tho admission of a representative from Arkansas would bo the recognition of tho existenoe of
Stato Govcrdmont thoro. After an uneffectual motion to tho quesiion being referred to select committeo of reconstruction with instructions they were roforred to tho committed on elections.
The House then resumed tho consideration of the whisky amendments to the Internal Revenue bill.
Tho Senate bills granting lands to tho Stato of Minnesota, to aid in tho construction of Mad Roads were passed.
On motion of Mr. Hains tho bill repealing tho statutes ol legislations, hi certain eases, was called up and passed.
Tho bill as amended provides that during tho existence of tho rebellion the time during the timo which a poison shall bo beyond tho reach of process, shal not bo deemed or taken as any part of tho timo limited by law for the commencement action.
On motion of Mr. Lane, of Kansas, the Scuote proceeded to the consideration of tho bill sotti i. apart certain lands in Texas for tho uso of poisons of African descent

To all these you hsvn lately added another triumph, the ooblast on human conquest, a victory over yourselves. As the
time drew near when you who first entcaed the service might well have been expected to claim relief from ardous labors and restoration to the endearments of home. You have heeded only the call of your suffering
Again you come to tender yeur service for the public defence, a free offering which only such patriatism as yours could make a triumph worthy of the caase, to which you are devoted. I would in vain attempt adequately tq. express the emotions with which I received the testimonials ef confidence and regard, which yon havo recently addressed to me.
