FROM MEMPHIS.
Memphis, Dec. 5.—Generals Chalmers and Lee uitacked Moscow and Lafajetto, on the Memphis and Gharlestoo Railroad, yesterday noon. They burned Lafayette acd some small bridges on the road. We repulsed them at Moscow.
Col. Hatch's cavalry followed their retreat, and forced them to another fight four miles out, and again repulsed them. Between twenty and thirty of their dead were found on the field, and amongst them three officers. Their dead and wounded were scattered along the road, and in addition threo wagon loads were taken away. Citizens say they acknowledge themselves badly whipped.
Their loss will probably reach 100. Our loss was 9 killed, 41 wounded, and 41 missing. Col Hatch, of the 3d Indiana, commanding the brigade, was seriously though not dangerously wounded, a ball piercing his right lung.
The telegraph is working to Corinth today, and the railroad will be working tomorrow.

FROM CHATTANOOGA. Chattanooga, December 7.—Shormm's cavalry arrived at Knoxville on the morning of the 3d.
Longstreet raised the siege on the night of the 4th, retreating towards Bristol, by way oi the Morristown Railroad
Longstreet retrmta on the north and south banks ofHolston River. Foster's cavalry is following him on the south and Sherman on the north.
Gen. Grant lias captured, since the war broke out, 472 cannon and 90,000 prisoners.

Mr. Washburne asked whether there were
any contestants of sents. The Clerk replied that there were three or
four from Missouri, one from Virginia, one from Kentucky, as he recollected. Mr. Stevens repeated his request.
Mr. Stiles, of Pa., askod for the reading of the Act of March 3. The act was read, as follows: AS act regulating the duties of the Clork of the House of Representatives, in prepariaf for the organization of the House):
Bo kc., That before the first meeting Cut skr next Congress, and of every subsequent Congress, that the Clerk of the next preceding Housa of Representatives shall mako a roll of the Representatives elect, and place thereou the names of all persons only whose credentials Bhow that they were regularly elected in accordance with the laws of their States respectively, or the laws of the Unittd States.
At the request of Mr. Stevens, the Clerk read the form of the credentials of the Maryland members, which he had ruled out for Informality.
Mr. Dawes effered a resolutiou that the names of the Maryland delegation be placed on the roll of the House, and moved the previous question, which was seconded,
Mr. Allen moved to lay the resolution on the table. The vote being taken on Mr. Allen's resolution to lay Mr. Dawes' motion on the table, it wag decided in the negative—yeas 74, uays 94, which caused applause from the gallery and door of the House.
Mr. Dawes demanded a vote on his resolution, which was adopted, followed by applause.
So the names of the Maryland delegation were placed on the rolls. Mr. Davis, of Maryland, offered a resolu tion, directing the names of Missouii mem bers to be placed on the roll.
On motion of Mr. Garfield, the credentials of the Representative from Oregon were read and that gentleman's name was entered on the roll.
On motion of Mr. Pike, a similar course was adopted in regard to the member from Kansas.
On motion of Air. Stevens, the same course was adopted with regard to names of members from West Virginia.
Mr. Washbu® moved that the House proceed to the election of a Speaker "viva voce," was agreed to.
Mr. Washburn nominated Mr. Colfax Mr. Pendleton nominated Mr. OpxMr. Ancona nominated Mr. Dawson. Mr. Gueder nominated Mr. Mallory. Mr Steele, of New York do.
Mr. St«bbius, Messrs. King and Dlair, Mo., were also placed in nomination. Messrs. Pendleton, Dawes, Wadsworth and Pomeroy, were appointed tellers to conduct tha election. The House then proceeded to vote with the following result: The whole number of votes are I SI. necessary to a cnoice S3.

Tho Clerk declared Mr. Colfax duly and legally elected. The announcement was greeted with vociferous applause.

With no other motive or thought than to advance the public interest, we would again suggest to the President the advantage of reconstructing his Cabinet, anil jailing to his aid the very ablest intellects of the country. We have a Department of State that has not been able, for nearly three years, to establish relatious with any other State a Treasury Department that has failed to keep its finances from running to ruin a War Department in the hands of a chief whose studies and course has been purely and peculiarly civic a Navy Derartment without a navy a Postoffice Department with very shackling system of mails a Department of Justice vacant, the business of its department shows the want of a more masterly hand, and the united powers of the chiefs in the Cabinet Council have ever failed to supply the quantity of wisdom the country needs.

Senate—Mr. Wilson, of Mass., submitted a resolution that the Committee on Military Affairs inquire what legislation is necessary to facilitate tho payment of back pay and I pensions of deceased soldiers, ctc.
Mr. Davis, of Ky., submitted a resolution, that the refusal of Iho rebel authorities to exchange negro soldiers and their white ofti cers should not prevent the exchange of our other soldiers and officers in rebel prisons, on just such terms as will prevent suffering to onr bravo officers and soldiers in the hands 1 of the enemy. The Senate took a recess for half an hour. At the end of that time Mr. Foote of the Senate Committee reported that ^he committee had waited upon the President and that the latter would communicate his Message to the Senate at half past 12 o'clock to-morrow.
Mr. Wilson, of Mass., gave notice of a bill to increaso the bouuty to those volunteering, and to make an appropriation for the same. Adjourned.
House.—The House re-elected Ira Goodenough, the present incumb-ut, DoorKeeper. He received 98 votes, 79 being necessary to a choice.
W. S. King, of Minnesota, was re-elected Postmaster, by 104 out of 166 votes cast. Mr. Dawes presented the credentials of Segar, Kitcliea and Chandler, from Virginia, which were referred to Committee on elections.
Mr. Washburne, oflllinois, offered a resolution, presenting the thanks of Congress to Major General Grant, and officers and soldiers who haye fought under him during the rebellion, and providing that they cause a medal to be struck for General Grant, in the name of the people of the United States. Passed unanimously, without a word of debate or explanation.
Mr. Cox said he desirfid^tooffer a resolution respectfully requestl^the President to lake immediate steps for the exchange of our prisoners of the South, and that he communicate all the correspondence in the War Department relative to the exchange of prisoners.
After discussion the resolutiou was laid over. Mr. Arnold gave notice of a bill to prohibit slavery forever iu the territory included in the Preaidant's Emancipation Proclamation. Also to repeal so much of the Enrollment Act as authorizes the discharge of a person drafted on the payment of $300.
Much time was occupied in the selection of seat9 The House then adjourned.

The Bulletin says impressments into the military service will certainly begin in that city to-day.
