Passengers aunounce that Pemberton sent in a flag of truce on the morning of the 4th, offering to surrender allowed to march his
men out. Grant is reported to have replied that no man should leave except as prisoners of war. Pemberton after a consultation with his Com|Oasstown manders unconditionally surrendered.
This is perfectly reliable.

It was mid that much of this property had been destroyed and captured by the rebels, on Gen. Milroy's retreat Irom Martinsburg last gunday week. —»-t-"

The following facts obtained from .source which guarantees their correctness, and the statement may be relied no as strictly true.
On Saturday the 4th the rebel gunboat Dragon come down James river, with a flag of truce.
Acting rear admiral Lee sent up an office to meet it when it was ascertaiaed, Alex H. Stephens nnd Oommiseionor Ould wore on hitiid.
They represented that they were bearers I of au important letter from Jeff. Davis, Com uiandor-in- Chief of tbe army and navy of the Confederate States to Abraham Lincoln, Oocimanderriu-Chief of the Army and Nayy of tlie United States, and asked pcrmis slon to proceed to Washington in the Dragoo aQd present the letter to President Lincoin iu person. They declined to reveal anything in relation to their commission
Admiral Lee, of course, had no authority to grantiheir request and they consented to wait until he could communicate with Washington and receive instructions.
He accordingly telegraphed tbe facts and requested an investigation. This morting a special cabinet meeting was called to conslder the matter. Granting tbe request would involve many delicate and important queslions, as such a proceeding might be construed into an acknowledgement of Nationallty of the pretended confederate government—and after all the matter may be some comparatively unimportant affair, such as the employment of negro troops. No decision was arrived at, and the cabinet meeting accordingly adjourned until to morrow, and

Gettysburg, July 7.—Another dispatch states that the head of the rebel army passed through Greenwood, 6 inile3 north-east of Hagerstown, on Sunday.
The rebel Gens. Barksdaleand Garnett are killed. The enemy is reported to have built a trestle bridge across the Potomac above Wil liamsport, and so it is feared their main force may possibly escape.
