An Effective Cartoon.

The ]\ftlwaukee Journal has put forth an effective cartoon, one showing a respectable gentleman of clerical garb and appearance, with clenched lists, crying, "Lynch all anarchists." Along side of him stands the typical man of violence, also with clenched fist, muttering through his teeth, "Murder all rulers." Over both pictures runs the legend "Twin Thoughts." The picture states the case completely. The man

There is no patriotism in using hard words, no religion in denunciation. Maledictions do not make for good ch iriu-tcr and there is no place for irnpreca and bitterness in the lives of those who affect a faith in I God and a belief in the indestructible value in human nature.—Ex.

To run a newspaper all a fellow has to do is to bo able to write poems, discuss the tariff and money question, umpire a base ball game, report a wedding, saw wood, beat a lawyer, describe a lire so that the readers will shed their wraps, make a dollar do the work ^f ten, shine at a soiree, address horicultural societies, measure calico, abuse the liquor habit, te3t whisky, subscribe to charity, go without meals, attack free silver, defend bimetallism,sneer at snobbery, wear diamonds, invent advertisements, overlook scandal, praise babies, delight pumpkin raisers, minister to the afflicted,herd the disgruntled, fight to a finish, publish doctor's resolutions denouncing a lawyer, set type, mould opinions, sweep the oflice, speak at prayer meetings, stand in with every body and everything, etc.

Cost of State Institutions. The bulletin of the state board of charities, covering the work of the past nine months, just issued,shows that there has been an increase in the number of inmates at several hospitals for the insane, the schools for the feeble minded youth at Fort Wayne, the state prison at Michigan City and the reform school for boys at Pla:nfield. A decrease is shown in the number of inmates at the state soldiers' home at Lafayette, the sailors' and orphans' home at Knigntstown, the institution for the deaf at Indianapolis and the Indiana reformatory at Jeffersonville. The total cost, of all the state charities and correctional institutions for the nine months ending July 31, 1901, was $1,143,075.87, which is 889,232.91 less than for the corresponding period of 1900.
