scription for newspapers for the use of the members, was taken up for consideration. Mr. King, of Georgia, said, that, upon
inquiry, he found that resolutions similar
to the present, and for the same object, had been frequently passed by both houses of Congress, and with so little interruption heretofore, that it now constituted a regular practice. At one time it was admitted that it was a very improper one, and, notwithstanding tho continuance of the
practice, it was still equally so. He hoped that some gentleman who was in favor
cf it, would show some reasonable con
nexion between the propriety ot the practice of printing the documents of the Sen
ate and subscribing for the various news
papers of the day , or any of the fashionable novels, the Waverly novels, or the romances of Mrs. ItadclifTe. It was true that the newspapers and periodicals might contain speculations of the editors on
political subjects, but so did the works of Bolinbroke, and a variety of other authors. They might also contain a republication of the preceedings of this body; and notices of subjects connected with the legislation of Congress, but they did not necessarily contain them. Thev were uncon
nected with every branch of this government. Honorable gentlemen, he thought, should show some reasonable connexion between the printing of documents and subscribing for newspapers. To admit the power was no argument in favor of the utility or expediency of exercising it. We should never exercise power merely to show that we possess it. A few thousands could not be expended more uselcssIv than in this way. Many flourishes
might be made about the amount of useful information which the members would derive from the subscriptions to newspapers, but was there a single individual member, either of this or the other house, who was qualified for a scat in Congress, w ho was not a subscriber to more papers than he
had leisure to read? He ventured to say there was none and he defied contradiction. The expenditure conlcr.:platcd was therefore useless and not necessary. What must be the reflection on seeing grave Senators seated at their desks looking over the Mirror, the Lady's Book, &c, and afterwards folding them up and again throwing them on Mr. Barry to send to their

THE WABASH INSURANCE COMPANY will continue to loan on mortgages by the year, or on ncrsoual se-
curity for three or fair months. The loans on mortgages will be continued so long as the interest is regularly paid, an i the security continues g-xid. The notes will generally be renewed, if at three month-, on the payment of one fifth, and if at four months on the payment of one fourth. Money will be received as usual on deposite. If receipts r,f deposite aregiven, interest at six per cent, vvili be paid as heretofore. If deposites are made by persons keeping accounts with the com-
