"Extract of a letter from Sa.l. Smith, Esq. one of our Representatives in the Legislature, dated Indianapolis, 21th &,2blh Dec. Ib&J. "I)it.n Sik : Since last writing to you a bill has been introduced into the House Af Representatives giving tho election of l'rosccutirig Attorneys to the people, the choice to be made at the annual elections. Candidates are required to have a certificate from the Circuit Judge of their qualifications, and whether the change will be
for the better, time must determine; one thing is certain, it cannot be for the worse. The present mode of electing them is fraught .vith evil. It consumes a great deal of the time of the Lt filature, and members coming from all parts of the State, having no knowledge of the merits of the different candidates only from what others tell them, are less likely to make a correct choice than tho people in the different judicial Circuits, where every prominent lawyer is known to them. From the expression already had on this subject, I have no doubt it w ill become a law. 'A bill is on its passage repealing the law of last session, giving to individuals the choice either to muster or pay a dol'ar to the school commissioner. It will pass the lower house, many voting for its repeal on constitutional grounds. "The joint resolution from the Senate, disapproving of the appointment of citizens of other states to oilkes within the gift of the general government, in the state of Indiana, and instructing our Senators to withhold their consent to such nominations, was this day laid upon the table
in tha House of Representatives, by a majority of 1 1 votes. The ayes and notv were called, and th? vote of the representees of the people of Indiana is recorded, which admits the fact that her citizens are unworthy to hold office r incapable of discharging the duties thereto appertaining. "The committee of Ways and .Means have resolved that it is expedient to adopt the ad valorem system of taxation, and instructed the sub committee to prepare a bill to that effect. 1 have no idea what will be its fate in the House, and am not prepared to say how I will vote in relation to it, until the matter is discussed and thorough! v examined. I am rather inclined to think I will vote against it, but am open to conviction. I would like to have an expression of the people of Knox county on the subject. "Many bills of minor importance arc lail offered, and some have already become laws. The Bank bill is yet in committee: it will lie presented to-morrow ; also the bill appropriating the 3 per cent, fund. The Canal commissioners have not yet made ihcir report. "tijth Dec--The Bank Bill has passed to a second reading in the Senate, and 1000 copies ordered to be printed. On a motion to reject it but four Senators voted in the affirmative. The lower house has ordered dl00 copies to be printed. A Jiint resolution has passed the house recommending the removal of the Pension office from Condon.'

the 1 Itfi says: "The vote on referring? the leWmal of the Government Directors 4oljjXpmmittec of Ways and Means, may bcToLns-.vIcr-ed a fair test of the strength of panics in the House. The whole force of the Bank has been exerted to keep the topics connected with the removal of th6 depositcs out of the Committee of Ways and Means out of the reach of examination and proof. Tho vote of 00 to 1315, was on Mr. Watmough moticii to refer the memorial of the Government Directors to the Committee of the Whole on the srtutcAof the Uuion. The Bank strength, tM&3bre,

Every movement intended to lead to au investigation of tho conduct of the Bank had been opposed by its friends, down to the l lth, and they succeeded in avoiding a vote calculated to display the strength of parties in the House, until that which was taken on the motion of Mr. Watmough, to refer the memorial of the Government Directors to a Committee of the Whole, with a view to mere discussion. That motion was rejected, and the friends of the administration succeeded in referrinjJrhe memorial to the Committee of VUivsXnd

question above noticed, shows that a majority of the popular branch of the national Legislature concur with the Executive in the views he has expressed in relation to the removal of the depoe-itcs. The Editor of the New-York Courier and Enquirer was in Washington City on the 7th iust, and in one of his letters addressed to the publisher of his paper, ho says. "I do not think it probable that Mr.
Clay can be persuaded to support Mr. Van 15uren,and I think I am warranted in saving from a variety of indications, that he will not suffer his own name to be urd. Judge McLane can never receive his support, and as between him and ?Ir. Van
Buren, he is decidedly in favor of the latter. This statement accords w ith the opinion wc have heretofore expressed and it is re published for the benefit of certain friends of Mr. Clay in the west. "A word to the wise is sufficient." The EJ itorofthe Courier and Enquirer anticipates that the Senate will pursue a strange course, to force the PresicrerttVnd House of Representatives to rstovb the public depositcs to the Bank of, the Vjnitel States. Referring to the members composing the majority of the Senate, Hie Editor says: "Tluvv contend that they were a paty to the contract between the Goverment and the Bank, placing the public -nonev in its
