Sir: We had the honor to receive your letter of the 3d instant, directing us to examine and report upon the Expense Account of the Rank of the United States, for the last two years. 1 hose of us to whom it was addressed, request ed the attendance of our colleague Mr. M'Elderry, to assist us in the examination. On his arrival, we proceeded to investigate the charges, and to look into such of the vouchers on which they were founded, as we had time and opportunity to do. These arc so numerous, and embrace so many items of various Kinds, that a full view of them can only be rriven to you, by transmitting copies, made by some person authorized or re 1 quested by vjou or the Secretary of the ! Treasury. During the year 1830, the expenditures increased to g7,131 27 during the first, and g6,950 20 during the lat half year, and entries are made in both of large sums, making together about 7,000, paid for printing and distributing Mr. M'DumVs Keport and Mr. Gallatin's Pamphlet. These seem to bc the commencement of a system of expenditure, which was the next year, immensely increased, and received j the sanction ol the Boattl, as appears by t'.ic entries on the minute, and two reso view, of this city, containing a favorable p-jtice of this institution, and suggested the expediency of making the views of the author more extensively known to the public, than they can be by means of the subscription list whereupon it was, j on motion, Resolved, That the Presi- ! dent bc authorized to take such measuics, in regard to the circulation of the contents of the said article, either in ho'e or in part, as he may deem most lor tire interests of the Bank." On the 1 Ith of March, 1831, it again appears, by the minutes, that "the President stated to the Board, that in consequence of the general desire expressed by the Directors, at one of their meetings of the last year, subsequent to the adjournment of Congress, and a verbal understanding with the Board, measures had been taken by him, in the course of that year, for furnishing numerous copies, of the reports of General Smith and Mr. Mc Dufhe, on the subject of this Bank, and for widely disseminating their contents, through the United States; and that he has since, by virtue of the authority giv en him by a resolution of this Board on the 30th day of Nov. last, caused a large e!i;ion of Mr. Gallatin's essay on Banks and Currency to bc pub ishf d and circu lated, in like manner, at i expense of the Bank. He supges'cd at the same time, the propriety and expediency of extending, still more widely, a knowledge of the concerns of this institution, by means of the republication of other valuable articles, which had issued from the daiiy and periodical press whereur.oo it was on motion, Resolved, That the President is hereby authorized to cause to bc prepared and circulated, sur.h documents and papctsas may communicate to the people information in regard to the nature and operations of the Bank." There arc also various individual payments, of which wc noticed S106 38 to Hunt, TardifT 8c Co. for I, CCO copies of the review of Mr. Benton's speech, g200 for 1000 copies of the Saturday Courier; g 1,176 to Gales and Seaton for 20,000 copies of "a pamphlet concerning the Bank' and 6,000 copies of the minority report relative to the Bank; and gl,800 to Matthew St. Clair Clarke for 8300 copies of Clarke and Hall's bank book. During the last half year of 1832, the item of stationery and printing, rose to 826,543 72, of which 86,350 arc stated to have been paid on orders of the President, under the- resolution of the 1 1th March 1831. Among the specified charges we observe 8321 78 to Jasper Harding, for printing a review of the ve to; 81,371 04 toL Olmstead,for 4,000 copies of Mr. Kwing's speech, bank documents, and review of the veto; 84,106 13 to William Fry, for 63,000 cop ies of Mr. Webster's speech, Mr Adam's and Mr McDuffic's reports, and the majority and minority reports; 8295 for 14.000 extras of lhi Prnlprtnr." v a wi containing bank documents; Z2:583 30 to Mr. Riddle, for printing and distributing reports, Mr. Webster's speech. Clay, Ewing and Smith and Mr. Adam's report; 81,512 75 to Mr. Clark, for printing Mr. Web ster's speech and articles on the veto; and 82,422 65 to Nathan Hale for 52,000 copies Mr. Webstc-r'a speech. There is also a charge of 85,040, paid on orders of the President, stating that it is for ex penses in measures for protecting the Bank, against a run on the Western Branches. During the firsj half year of 1333, the item of stationery and printing was 89, 093 59, of which 600 are stated to haveb.-cn paid on orders of the Presi dent, under the resolution of 1 Ith March 1831. There is also a charge of Messrs Gales and Seaton ol 8300, for printing the report of the Lxchange committee. Having made this examination of the Expense Account, we acre not only struck with the large sum lhat had been expended, under the head of stationery and printing, in the two years to which you refer, but also to the evident nccessi ty there was, that the accounts should be so stated, as to cnab'e the directors and stockholders to ascertain the particular sums of money paid; the quantity and names of the documents furnished, and the expenses of distribution and postage. With this object we stated, at the last meeting of the Board, the re suit of our examination of the Expense Accoun, and submitted the following resolutions: 'Whereas, it appears by the Expense Accounts of the Bank for the years 1831 and 1832, that upwards of eightythousand dollars were expended and charged under the head of Stationery and Printing during that period that a large proportion of this was paid to the proprietors of newspapers and periodi cal journals, and for the printing, distribution and postage of immense numbers of pamphlets and newspapersand that about twenty thousand dollars weretex pended, under the resolutions of 30th November 1830, and 1 1th March, 1S3I, without any account of the mannep in which, or the persons to whom the same were disbursed. And whereas it is ex pedient and proper, that the particulars; of an expenditure, so large and unusual, which can now be ascertained only by the examination of numerous bills and receipts, should be so stated as to b? readily submitted to and examined by the Board of Directors and the Stocki , i .
