Atvlersoa observed that, in accordance with the earnest wishes of his constituents, he should have introduced similar hill at an earlier period of the session, bat far the wan: of the report of the United itaos engineer. J. 1j. Smith, upon this and other obstructions to navigation in the Coarse of the river, to which he intended to npjvvil in support of the measure contemplarvti by his hill. The report has horn recently procured and prescribes, a? the most p nopriate means ot 'improving the navigation at this point, the erection of a dam from the Illinois side of the river to the western side of coffee island, so as to prodi.ee the rertuisite depth of water in the bavon or chan- j in I the eastern side of the Ulaad, which 1 seems intended for the main stream, bv authorizing the erection of this dan) by individod enterprise, an improv ement will be cfTected without cost to the state, which vol render the navigation of the river at this point compartivcly easy and safe in low tagr-s of water.
