Astolhc college at Dloomington, he presumes it will likely commence its next session with about fifty students; states that a sale of lands would he disirablc, to endow thi college. And that if any abuses have hitherto existed, they should be the subject ol enquiry, as a matter of justice to the par ties concerned, and in order to confirm public confidence. The state census and the civil code are the next objects of attention; he points to the necessity of making provision for the former ; and states concerning ihc code, that he will be able to present it for the consideration of the Legislature before his present term expires. The passage of a law, defining more clearly the jurisdiction of the slate upon the Ohio river, and of counties upon navigable streams, is also recommended. II , awakens an enquiry into the expediency t canning into effect the provision of the constitution in favor of the poor ; and takes occasion to recommend the direction of the exertions of humane and benevolent societies to the condition of our own paupers and to the education of poor orphan children, instead of seeking abroad, less deserving objects of charity. In connexion with this subject, be disappovcs of unauthoi ised societies and institutions, under plausible pretensions, but with designs foreign to the wishes of the people and to the constitution aud laws of the laud.
