The Spanish packet, No. 4, arrived at Havana on the 25th from Cadiz, full of troops. Cadiz has been declared a free port. It was reported at Havana, that a strong military force was expected to leave Spain, under the command of the count de Espagne, destination unknown. The Spanish squadron, consisting of two sail of the line, lour frigates, six sloops of war, and several smaller vessels, were at anchor in Havana.
The ship Charleston, from Vera Cruz,

I am aware, however, that during a period of thirty three years residence in Indiana, in the constant performance of various duties, no mortal could expect to be found entirely exempt from faults both of omission commission: but he who with integrity of heart, seeks to persue the interests of the country, and the wishes of his fellow citizens, may measureablv hope for a fair comparative estimation.
