J C. S HARRISON, CWz. .Attest Samuf.l Hii.i., Cik. AMENDMENT To THE CONSTITUTION. Vc are gtatified at laying be tore our readers the following proposuion to amend the constitution of the United States, which has been olfei cd in the icgis ature ot Virginia, by Mr. Newton The time, and the two great parlies in our country, ate favorable to such an amendment. We have no doubt it would take from the future contests tor the ptesi dency, much of the bitterness and acrimony which would otherwise attend them ; and at which the feelings of every good man in the country must revolt. Scioto Gaz. Resolved, by the general assembly ot Vir rinia, that the constitution ot the United States should be so amended, that the President or Chief Magistrate of the Union, maybe elected for one term of six yeais, and be rendered forever thereafter ineligible to the same office.
Resolved, That the governor of the com
gument against the rc-cligibility of the pres
ident very strong. Public opinion is, I think,
akinga decided direction towards this point;
and, I am disposed to think, in its favor.
Some difference may exist respecting the
time for which the chief magistrate ought to
be elected more perhaps, than on the p:o
priely of his being re-eligible.
1 he question is one ot great interest and
delicacy; and is not without difficulty. Vc
may perceive the inconvenience of the pres
ent arrangement much more clearly than
those which may result from any new and untried system. In a great and powerful re
public, nothing is more difficult than the dis
position of the executive power, let, though
not very fond of experiments, I should be disposed to trv the effect of confining the
Chief Magistrate to a single term. Willi great respect, I am, sir, your most obedient servant, J. MARSHALL. The hon. Alex. Smyth. The culture of sugar in Georgia is carried on with much success. Samples of excellent quality have been produced near Savan nah, and on the island of Sapelo.
