An unsuccessful motion was made by the mover to refer them to the committee of the whole on the state of the Union, and a moti on, with a similar result, was made to refer them to the committee on the Judiciary. Several other resolutions, of no public importance, were submitted and adopted. Afterwards, the house took up the bill relative to the additional drawback on sugar refined in the United States. Some opposition being raado to the passage of the bill, a discussion took place, which lasted about an hour, when the question was taken, and the bill was passed by a large majority. of the Borough of Vinccnncs. Sec. 1. BL it ordained by the Trustee of

the Borough of Vincennes in Common Coun

cil assembled, That the officers of the Bo

rough shall be elected by the Trustees, by ballot, and that the person having a majority

ot ballots snail receive an appointment in writing, under the seal of the Chairman, and

attested by the Clerk, which appointment shall continue one year, and until a successor be chosen and qualified, and no longer. Sec. 2. That before any person elected to any Borough office shalr enter into the discharge of the duties thereof, lie shall give bond as i3 herein after directed, and shall make oath before some Juiicc of the Peace, that he will faithfully discharge the duties of Jiis office, and honestly account for, and on demand pay overall moneys which may come into his hands. The Borough Constable shall also further make oath, that without regard to persons, he will particularly exert himself to enforce the Borough Ordinances, relative to the Streets and to Nuisances. And the Market Master also, that he will especially enforce the Ordinances concerning the Mar ket without any respect to persons A certificate that bond has been givenaa required, shall be endorsed by the Chairman upon the written appointment of every Officer, and the oath aforesaid shall also be endorsed thereon, certified under the hand and seal of the Justice Sec 3 The Treasurer shall give bond in the sum of one thousand dollars; the Clerk in the sum of five hundred dollars; the Assessor in the sum of five hundred dollars ; the Collector in the sum ef one thousand dollars the Borough Constable in the sum of five
