HOUSK OF UKriiEbr.NrATIVES, Feb to. On motion oi All. Uluke, u vv is Resolved) Tlui the comnuutc on roads and canals be, instructed to inq .ii c into the expediency ot making .n appiopriation to deepen and impiovc the channel ol ttc river Wabash, at the Grand rapids bctovv Vincennes.
In otTcriug i his resolution, Mi BLARE Said, that lie deemed it proper, beloic tiic
question was taken, 10 trespass on the house for a mo'iienl, by submitting suine i etuarks
in relation to it. 1 am induced to do this, lie
said, not tor the purpose ot promoting the
passage of the resolution and the relet ence ot
the subject to the committee, tor, in tl is par

Ih nouse; but to impress it on tne minds ot the committee, it any ol its members should
be within the hearing ot my voice, that I am
altogether serious in the application I have
mad : and that the subject is well entitled to a
ponion ot their time and consideration. Sir, the Graud rapiJs of the Wabash are about 20 iniies below Vincennes, and about a hundred from the mouth of the river ; and at l his point, the river is the boundary between the govern rncnts of Indian and Illinois. Below the rapids, the navigation is generally good, and a b ivo t icm, it is equally good tor the ditaucc of nearly three hundred miles. The contigU ms soil through tl U whole extent of navigation, with hut little exception, belongs mutually to the Federal government and citizen, ami in ft i lit i i y and productivenesses probably no: exceeded by any on the globe Now, sir, it not unit equcn'.ly happens, that steam boats
ami crafts destined for Vincennes and oilier places of importance, ascend the river as tar as this point and cannot proceed farther ; and what is worse, infinitely wotse, the freighted boat of the enterprising citizen is often stop ped on its way tr a southern market ; an ! he is compelled tn remain there pining away under the expectation of a lisc of water, not only losing the benefit of a prompt arrival at his pi ce of destination, but, in the mean time, his caigo ol corn and pork is spoiling, and his all rapid'y disappearing. These bsti uctions, as it is said, by gentlemen who have bven employed for the express purp isc of ascertaining, can be easily removed, M)as to create a good and sufficient chan n I by a comparatively tnfiing expense Th'-y arc occasioned bv locks of a soft, shel ly substance, cxtct tbng across, and forashoit dis nee, along the i c, Si the um of three or ' ur thousand ;nlts judicious;) expend
