Bu one minimum exists with respect to cottons the Woollen bill proposed to establish loui in regard to woollens. "When the cotton minimum was established, we had a sufficient supply of the raw matciial, not only tbi -ourselves, but tor the world: at this time, when eveiy effort is rued to esub.ish lour woollen minimum, our country does not produce any thing like a supply of wool for the manufactures already in existence. If the friend of the Woollen bill had been contented with a single minimum of 40 cents Upon woollens, there would hate been some resemblance between it and the cot

ton minimum ; but even then the likeness would have been taint. As the Woollen bi i stood at the last session, no parahel can be drawn between them. 1 shall now state a second reason for my opposition to this bid. Had it become a law, its tendency would have been to give the woollen maim acturcrs of the eastern states a monopoly ot the market of the whole Union. Pennsylvania would
