is the service that requires S 1 per day ? The 3d amendment provides tor 000 bciniT subscribed and actually paid in to the commissioners betore lhe work is commenced. This was necessary to secure the performance of the work, for had they begun with a smaller amount it would have been expended, a;id the work, not completed, thus the stockholders would have lost their stock for nothing. The 4th amendment provides that the commissioners shall not bec ome the purchasers of stock. You allow that those who know human nature can best judge of its policy. I think so too. we know it is human nature to take care of number one, and if the commissioners should become purchasers, they would in case of difficulty save themselves if they should sink all the stockholders, and here would aiisc collision enough. And again the commissioners might wish to speculate, and if they held stock they could have every opportunity. The 5lh amendment provides that no member of the General Assembly, or any future General Assembly, shall be a commissioner under this act. You admit road commissioners ate state oilicers and not constitutionally eligible to any other, yet you say they sit in our legislature, scrutinise their own doings, and appropriate the three per cent, fund which passes through their own hands, and that this has been a ruinous concession ; well now the 5th section of the bill gives the. same power to those commissioners that is allowed to road commissioners, and if it was a ruinous concession to allow road commissioners to hold seats in our legislature, would it not be equally as ruinous to allow canal commissioners to hold scats? the bill gives them the same power, consequently, if the constitution is overlooked by the one it will be by the o thcr.
