But the result has proved, that the circumstances of the cases were not similar; that Mexico had fewer internal difficulties to encounter than those countries, when they endeavored to set up ti e same form o government, and that the people had improved more by the experience of the revolution. And even when Colombia adopted her Central constitution, she was pressed hard by a lorcign toe, and seemed to feel no want more sensibly, than a union of all hearts and hands in 'he gteat cause, and the concentration of a power, which could wield the whole mass, and bring the energies of all the par ts to act on a single point. Itis oov't j from this disposition of the .parties, that the central system in Mc:d co, would hac soon put on the garb ot a complete aristocracy ; that the power would have, been kept in a few hands, arid the spirit of a truly republican govcrfimcnt viitu dly annihilated. The voice ol the people would have been hi t feebly uttered andran'ty heard. At present, however, a very dim. -rent process is ro'mg on. The inhabitants of the provinces ate waked up to a sense of their political exivtencc and consecpience ; the light of suffrage is irulei s'oo l, m il valued, ar.d exercised; the ivcutunee of elections bring, up the merits of men and of measures lor examination; representatives assemble to legislate, and acquire new light by mutual discussion of impot taut toph s. A poi tion ol this light is diffuse ed among the people, ami is already producing m st saiu .rye fleets It willjrp-, eiease. till it cndghlcnis and r.nimates cv er y corner of the country. From the official docjns and public paper's in Mexico, nothing is yjeai er than that a strong Furopean Sotci est exists th.erc, somew hat to the prejudice of this country. Consider ing the loans w'-ich the government has obtained from Iaigland, and thcgicat amount of capital fronr that coue.tty now employed in the mining business, this bias may, doubtless, be referred toa natural source How far it will operate to our disadvantage, in the commcrcial relations between the U. On this subject, however, there needs be no uneasiness, while our affairs in Mexico are in the hands of a rentlcman so thoroughly qualified to manage them, k who
