To my Fellow Citizens. I feci much regret that 1 am compelled by a sense of duty to my character, to trouble the public with any thing which in any manner regards myself. But the harsh and cruel treatment which I have received from one who has been my neighbor, c professed himself my friend, for many years past, reluctantly impels me to th measure. Nor have I taken this step without seeking every just and proper means in my power to avoid it.I have made known repeatedly, the keen ense I entertained of the injuries inflicted upon me, and mildly requested that justice which is due to violated feeling, from him who inflicts the pang. So far from meeting with a just reparation in the manner i so ardently desired, I have been made to encounter the contempt which silence upon such occasions always imparts. The person of whom I com
plain, is, the Rev. Samuel T. Scott, who has thought proper to bottom his reports
to my prejudice, upon the following facts Some months ago an unfortunate dif
Ference subsisted between Mr. Samuel
Emison, and myself ; and each had insti
tuted an action at law against the other, in the Circuit court of Knox county.
When the term had approached at which
these causes were to be tried, muchanx
iety was expressed by several gentlemen that an adjustment of the affYir should
take place, and the causes be withdrawn from court. I took advice from my
friends awd my counsel, and came to the conclusion to discontinue my suit against Mr. Emison, upon cet tain conditions, one
of which was, that the defendant should
pay all legal costs. This condition in re
gard to the payment of the costs, was the
particular and pointed advice and instruc
tion of one ol my counsel, who was then detained from court by sickness, and I
returned to court from his house, under a
full conviction that it was due to my char
acter, to insist at all hazards, upon this
point. To this effect my lull determina
tion was expressed to major Beckes, the
moment I afterwards met him, who, in
the course of conversation which took
place upon the subject, observed, Mr
Emison docs not regard the costs, but is
afraid you will boast of this affair hereaf
tcr, only suffer the suit to be struck off,
as it were at your costs, and I pieilgc my

, j , 4 this I pointedly objected.
After this conversation, major Reckes
and Mr. Scott, without any request from
me, or any hint that they intended to do so, appeared before the court and assum
ed the payment ol the costs, in an open and public manner, and the suit was dismissed. Some months after this period the sheriff called upon me, and informed me, much to my astonishment, he had process in his possession, to collect the costs in the suit above referred to. I replyed that I never had consented to pay the costs, 5c never wou'd voluntarily pay them. That if the amount was to be collected from me, he mua levy upon my property, and proceed to sell according to law. He declined proceeding to this extremity, and left me. A few days after this event I saw maj Reckes, and expressed my surprize at the demand which the sheriff had made upon me. That gentleman did not hesitate to express his regret that the business had been neglected, and again repeated his former assurances, that I never should pay a cent. I have not received a second call from the sheriff in relation to this affair, and have been informed that the costs have been fully paid, not by Mr. Scott, but by maj Heckes. The above is a true and faithful statement of facts ; and which facts were known to Mr. Scott at the several times at which he took the liberty to state " That old Armstrong had better be concerned in the burning fifty houses, than not pay thee costs his refu-ing to pay
these costs is the worst thing 1 ever knew
it&in. I would wish Mr. Scott to put the
question to himself if he were importuned lor the payment of a claim which he
not only knew to be unjust, but felt his
honor interested in refusing to discharge.
Would he relund the money, were I to pay such a demand without his consent ? Mr. Scott may talk as he pleases, but had
such an occasion at this moment occured,
every one knows how he would act. For my own part, I feel confident that all Mr
Scott's high sounding doctrine in regard
to Iriendship, honor, Sc obligation, would
be entirely reversed"; Sc that there would be almost as wide a difference between
Mr. Scott's present words, and his acti
ons upon such an event, as there now ex
ists between the disinterested friendship
and honorable deportment of maj Beck-
es, and the conduct of Mr. Scott. This
gentleman talks very freely of my leaving
my friends in the lurch but before Mr.
Scott can begin to fix this charge upon
me, he must first establish the fact in the
eyes of the community, that he did ren
der me a service, and did act a friendly
part towards me upon this occasion.
Does friendship consist in attempting to
make a man do a thing which his sense of
character tells him he ought never to per
form ? Where would have been the dif
ference between paying these costs to Mr. Scott, instead of the sheriff, or any one
else, when I solemnly declared, and felt
myself bound in honor to pay them to no
one. This may be a mode of whipping
the Devil around the stump suited, for
ought I know, to the taste of Mr. Scott,
but which I can never reconcile to my
