HE it tnacted by the Senate and House cf Etfirc&entativcs cf the United States of America in Concert ss assembled, That the President of the United States be, and he is hereby, authorized and required to appoint three Commissioners, whvse duty it shall be to select a proper site in the District of Columbia, on which to erect a Penitentiary, fcr the said District. Sec. 2. And b" it further enacted, That as soon as the said Commissioners shall have selected the said site, and the President cf the United States shall have approved thereof, it shall be the duty of the Commissioner of the Public Huildings to cause to be built thereon, cf substantial mate rials, a Penitentiary for the said District, sufficiently laige to contain SO separate cells, and other necessary apartments, for the residence of the keeper ef the said Penitentiary, and ether purposes, and on a plan tube approved by the President of the United States, aid enclose the
same in a securely walled yard of sufficient dimensions to allow room to employ ihc convicts who may be there eonlined at ' :mv kind of labour which may be found most profitable.
