Ten minutes shall be allowed for opening and closing the mail, at all offices where no particular time is specified. 3. For every thirty minutes delay, (unavoidable aecidci s excepted,) in arriving after the time prescribed in any contract, the contractor shall forfeit five dollars, and, if the delay continue until the departure of any depending mail, w hereby a trip is lost, a forfeiture of double the amount allowed for cartying the mail one trip, shall be incurred, unless it shall be made to appear that the delay was occasioned by unavoidable aecident; in w hich case the amount of pay for a trip will be forfeited 4 Persons making proposals are required to state their prices by the year. 1 hose who contract will receive their

to himself the right of declaring any contract at an end, whenever one failure happens, which amounts to the loss of a trip. 9. The distances stated arc such as have been commmunicatcd to this office, and some of them may be incorrect: On this subject the contractor must inform himself the department will not be an

swerable for any mistake 10 No bid shall be withdrawn after the time for receiving bids shall have expired; and should any person refuse to lake the contract at his bid, he shall be held responsible to the Department for the difference between his bid. and that at which the contract shall be made. No

decisions on bids snail be made knowa before the 17th of October. The assignment of any contract without the consent of the Postmaster General, shall forfeit it and in all cases xvhere application to make a transfer is made, the terms must be fully stated. '. 1 1. The contracts are to be in operation on the first day of January next. The contracts for routes N. i to 65 inclusive, are to continue three years, No. 65 to93, and from 135 to 167 inclusive, arc to continue two years, and all the others one year, except 173, 174 and 175, which will continue two years. in Pope county, Illinois, and broke jail, and made his escape from there on tho VJOth of July. He lias a scar from a stab just above one of his hip bones. He ic about 27 or 30 years old, five feet six or eight inches high ; black, lias rather a down look when spoken to, his eyes have rather a red caut, spare built, but neatly formed and no particular marks other than as above described. Bcfoic leading the jail, he told another negro that he would not tell his light name, nor acknowledge the name of "his master again, as it was from his having done so, in this instance, that he came to he taken up, and news cf it sent to me I have reason to believe that he is aiming for the state of Ohio. I will give the above reward to any person who will apprehend said negro, and put him in jai!, so that I can get him, or one hundred dollars to have him delivered to me, where I now live, and will

He took with him a fur hat, a drab great coat, with a large cape covered with but tons, he is a house carpenter by tradep and will, there is no doubt, endeavor to pass as a freeman.
