I have been requested to announce Henry D. Palmer, of Sullivan county, as a candidate for the Senate, in the District in which he resides, at the election in August next. FOIl THE VfESTKRN SUN. MR. stout Actuated by my veneration for truth, and operated upon by the impression that you feel a willingness to assist in correcting the unfounded aspersions against the character of any individual, I request you will insert the subjoined extract of gen John Gibson's letter to John Johnson, Esq. (now deed.) respecting John Black's damages, for the lus of his waggon, he in the year 1312. " The S260 was drawn to cover Tihck's damages, under the supposition tint proper vouchers would have b; en furnished by Lieut. Richardson, to authorise the payment of the money by my quarter master (Davis Fmyd) to Black but this not having been done, I directed the application of the money to other purposes, which were in my opinion, much better entitled to remuneration from the United States th in the claim of Black not that Black was not a real sufferer, but that Richards an was the person who should answer to him in damages, 1 have directed, Genl V. Johnston will, Sec." It is barely necessary to remark, that Black had then a suit depending against Richardson in the General court of Indiana for those damages, in which I was his attorney ; and knowing the insolvent situation of Richardson, I exerted myself towards gen. Gibson, to have Black paid from the yubUc funds but as the agent of Davis Floyd, I was under thv immedi ate direction and contronl of Gibson, who unequivocally states, u he directed the application of the money to other purpo- . scs. About 500 grenadiers have been selected from the provincial regiments to reinforce the Royal Guard. It is reported that the King (of Spain) has signed an Amnesty, which wiil bo published on the PJth inst. when the Court will remove to Aranjuez. A Courier has been despatched to London with the ultimatum of the Spanish government for a loan of 24 millions sterling, 25 pc- cent, of which is 10 be received in the bonds authorized by the Cortes.
