Mr. Edtards, who was recently ap" pointed minister to Mexico, has forward ed to the speaker of the house of rep" rcsentativcs. which was laid before con gress, a long ami able vidication of him self against an intimation contained in a report mide to the house by the secretary of the treasury, ol his having made false kUtcnicnts, on his examination before lite second committc ol investigation, at the iast session of congress, on the subject ol the suppressed document. He panicuiaily rclersto leite s which passed between them more than a year before he gave his testimony, to the committee, in which he expressly stated the same Cirts; an 1 flic receipt ot which Mr. Crawford ack lovvledges, without, in any degree, denying the trum of the statements so nude. .V.ler Completely as it appears to us, sustaining the iulh of what he understands o be questioned by Mr. Crawford in his report to the house, he proceeds to an investigation of the correctness and legality of much of Mr. Crawford's official conduct, and offers, what he deems conclusive evidence, 'o support the six allvg tti ios against Mr. Crawford, which we hive copied ft om his communication. i his commimicalion, which embraces some 50 or 60 pages of manuscript, and which we shall present at large to our readers, concludes in the following wot ds: " I regret to have it to say to your hon r l!e b dy, that, both the state of my 1 a ;h md the want of time, absolutely t -oipel me, mot reluctantly, to close this , .ugnion of Mr. Craw fords well-timed siiUeuicnt against me. In this situation, 1 beg h ave to refer you, for further facts, ot which I might, under more favoiable circumstance, fairly and auccessfully avail myself, to a few of the publications -with the signature of UA. IV herewith transmited. 11 vowing myself the author of these publications, and, (with tle exception of a lew unimportant typographical errois, aMd a mere verbal inaccuracy, in regard to the time of a certain report being mnl. ), reasserting before your honorable ho ly and the nation, that the f; cts they aliegc, a -e substantially true, I do nios respectfully solicit, that they may be taken as part of, and be printed with the comm unication. 4iIn ouLr to strengthen mv claim to this indulgence, combining all the rights of defence, of accusation, and of asking for investigation, which can entitle me, as a citizen of the Uni'ed States, ora offi ccr of their gocrnment, to appear before your honorable body, I do expressly state 1st. That the Hon. William II. Crawford, secretary of the treasury, has mismanaged the national fund: ::d That he has rercived a large anvunt of uncut rent n tes, from certain banks in part discharge of their debts to the United States contrary to the resolution of congress of I R 1 6. 3d. That, being called on by a resolution of the house of rep esentatiy cs, to state the amount of uncurrcnt notes, wuch he received from those banks, he lias misstated it, by making it less than it really wac: 4th That he has, in his report to the li luv, misrepresented the obligations of thoc b inks, or some one of them, af lrat, and predicated theicon an indefensible
excuse for his conduct, in receiving tbo3c uncurrenl notes: 5th. That he has acted illegally, in a variety of instances, by making and con tinuing deposites of public money in ccr tain local banks, without making repot t thereof to congress, according to law: l6th. That he has, in several instances withheld information and letters, calied for by the house, and which it was his duly to have communicated. 4 His oath let it spe k for itself. "For specification of these statements, I offer the publications vith the signature "A. B." above mentioned, and this communication. And for proof I offer that which they respectfully refer to. 'All this I do defensiyely; for, if the facts stated be true, no lational man can doubt that they must weaken, at least, the force of Mr. Crw ford's statement against me. ik I will not charge him with bad intentions in any of those acts. It is more properly the duty of others to inquire into,
and judge of that matter. I do not ask fori an investigation of his conduct. Such a request ought, more naturally, to be looked for from himself. But I will say, that if, being an ofiicer of the same gov ernment under which he holds his office, I have wilfully and maliciously misrepresented him in the six foregoing allegations, it is a misdemeanor that would prove me unworthy of the office I hold. I inv ite him, or anv of his frinds, to make this charge against me, pledging myself, to wave all notice, and w itli all the disadvantages of absence, to submit to an investigation thereof, by either, or by both houses of congress: and to abide by the decision thereupon. If ibis proposition is declined, I trust wc shall have tm more canting about an 4 A B, plot." As to myself, I fear not the consequence ol any fair investigation, for I know I shall be ab;e, whatever may be the result, to justify myself to the nation. tl An I never having obtained any cfiice bv the slightest sacrifice of independence, I never will own the holding of one, to reluctant forbearance or the courtesy oi my enemies. I will only add. that if any attempt snoukl, herealter, be mauc, meanly to take advantage of my aluence. by those who have lot borne to attack me, when I could have had an opportunity oi de'ending myself, I must beg of you; honourable body, and the nation, to suspend your opinions, and to be assured that there shall be no unavoidable delay, in vindicating myself. I hae, in tescne, much matter of defensive accusation, and should most certainly have invited your attention to the report concerning the receiver of public moneys at Huntsville, atid other matters of not less importance had time permitted.' What will be the ultimate effect upon the American people, of this bold and manly investigation into the conduct of Mr. Crawford, we will not venture to pr diet; but, in order that the whole case may be fairly understood, we invite their serious attention to it and hope it will be read with that candor which ought to be exerted in deciding on a controversy so serious in its character, both as regards the individuals concerned, and the people j themselves. New Yonx, A run. '9 We learn of Captain Osborn of the sloop David, 7 days from Havana, that an action took place off Mata zas,on the 3d or 4th int between a Columbian squadron, of two corvettes and a brig, and the Spanish sloop of war Ceres, of 28 guns, having a fleet of merchant vessels, all from Havana, under convoy. The action lasted an hour, and resulted in the capture of the Ceres, three heavy ships, and 8 drogers, and the victors immediately bore awny with their prizes. It was supposed they would stop at Key West. The Ceres was built in this city, bv M Eckford. She lost between "0 and 40 in killed and wounded. The captain was killed at the first broadside. A number of the cre jumped overboard; those who succeeded in reaching the shore, were sent to the Moro. An embargo was immediately laid at Havana, which lasted till the 9th, when an expedition, consisting of a frigate, a sloop f war, a brig, and a schooner, sailed in pursuit of the Columbians, which, bv th's time, it was believed, had got out of their reach. Capt. Hunill, from St. Doming city, says that, in the latter part of Fehruat yv a plot was discovered amont' the Span1 ' ish inhabitants to revolt against the Gov ernment, and declare that part of the island indepcr.den'. A number of the consnirato' s were arrested. Four of them were executed on the 12th of March, md twelve others were sentenced to imprisonment for a period of two to fnc vcars. iVirc Jdv.

guira, wc learn that a French Consuif had arrived at that port, in a national vessel ot France, and that the English Commissioners to the Republic of Colombia, Colonels Hamilton and Cambell, arrived, with the Secretary of the Mission, at Santa Manna, in the British frigate Isis, on the 31st of December. Mr. Walts, the English Consul for Carthagctia, was '
also on board, and proceeded on the following day to Carthagena. On the 21 st of J m. alto arrived at the sanic port, the British Consul General, Mi . Henderson, with ids family. An arrival at Boston has brought London papers to the 6th of March. A Biitish force, under dmiral Ncal, was blockading Algiers in Febiu.uy. 1 he Algcrines were said to have at sea, on the coast of Spain, two frigates, tvso corvettes and several smaller vessels. The Marquis of Lansdown had fixed on the 1 5th of March for making his motion; in the House of Lords, lor the immediate acknowledgment of the independence of South America Economy and safety in making Sqq, I observed in your paper of last evening, an account of a Mrs. 'acobus having four children scald d, by a kettle of soap falling from the lire. To prevent a re currence of similar accidents, I am in duced to offer the following sdeandc conomical receipt to make this usvlui' article.
