The letter says "you will see by the pipers, that a New Congress is to meet on the 31st of October next, to fix the form of government, which there is very little doubt, will be a Federative ReruBLic: many of the Provinces having declared for that, "or death." I have heard from judge Austin a few days since, and he asserts that to be the grito of all the Internal Provinces." This is pleasing intelligence, but it would be more so, if we could be convinced that the people of Mexico are prepared to support a republican government. We hold it to be true that where there
