gentleman in Lisb n, dated. February 1 5th, 1823, communicated for the Boston Patriot. 44 France has decided on war against Spain As far as talk goes, Spain and Portugal appear determined to fight hard and 1 think they will. France will admit of no terms short of such a constitution as Ferdinand may please to grant. Mf ever there was an unrighteous and outrageously wicked war commenced by any government, this war of France upon Spain is such in the strongest sense. I most sincerely hope, and ardently pray, that it may work the downfal and utter ruin of those w ho have projected k commenced it. " The 4 Holy Alliance have at last ex

are, that no government ought to be al

The king became alarmed, and refused to receive the resignation of the ministers, entreating them to remain in their stations till he could form a new government. To this they assented, and it was supposed the king would accede to their recommendations to leave Madiid. It is expected that Lisbon will also be opened. Barcelona has also been opened, for two months, from 14th of Feb There is no doubt but thur scarcity exists inall the provinces of Spain and Portugal. The exportation of the munnions 6f war to Spain and her dependencies is permitted in England. France is fitting out several squadrons for sea. Two vessels are said to have sailed from England for Spain, with aims and ammunition Bssidcs allowing arms to be exported to Spain it is proposed in England to permit enlistments for her service. Portsmouth, March 1. We hear that lord Exmouth has offered his services to
insisting on their convening the council,
that the resolutions might be repealed, and appointed the 9th of August next for another meeting, at Taloney, on the federal road. It is confidently believed that a meeting will then take place. The national council of the Cherokees is divided into two branches; the council is composed of 1 3 men, and the committee of 33. The council men are chosen by the nation, and the committee men by the council. The first hold their appointments for an indefinite period, and the latter for one year. They meet annually, at a stated seat of government, and arc styled the National Council.
