FROM HAVANA By the schr Commet arrived yesterday, we have received Havana papers to the 15th inst. Very little notice is taken in them of some late disturbances in that city, but letters that we have seen and verbal accounts say, that a considerable alarm prevailed there early in December It appears that on the second, preparations were making for an election of representatives from Havana to the Spanish Cortes, and that the natives of Old Spain, fearing that the Creoles would carry their candidates, gained over the troops of the garrison with the intent to fix the election their favour by armed power. And thus secure the city for a time, but the Creoles without were not idle. They collected a large force and sent word to the governor that if an accommodation upon fair terms was not made, they would penetrate into the city and endeavour to gain their rights by force, This step had its expected influence ; a conference was opened and the military having yielded to the civil authority, the elections went on without molestation, and the Creoles succeeded in carrying their favorites. The confusion lasted about four days during which all business in Havana was at a stand and very lively apprehensions were felt that tumult and bloodshed would ensue. Every thing soon resumed its wanted tranquility after the return of the troops to their duty. It is expected that examples will be made of some of the ringleaders of this plot against the rights of the people. Eighteen persons, most of them officers in the army, arc to be tried and capital punishment of some of them is spoken of Extract of a letter from a gentleman in Charlestown, to a Representative in CHARLESTON, Dec 23. We have an arrival from Havana this morning, with accounts of commotion there, occasioned by a late election or ap-
pointment of deputies to the cortes. It seems, the acting governor, having pursued a course contrary to the wishes of the European Spaniards, was about opposing them, when the Creoles of the country rose en masse. (report says 7000) and came down to the city, mounted and armed, when the other party relinquished their points. An attempt had been made by a party to possess themselves forcibly of a schooner fitted out for the coast of Africa, no doubt with a view of converting her into a pirate, but had been rebuised with some loss. One or two American vessels had also been robbed
