IMPORTANT. -Extract of a letter from a very respectable American, dated St. Jago, Chili, the 28th Niay. " Sir Thomas Hardy is at high vari

ance with the Chilian government, in consequence of one of the marine com wanders having, off Callao, pressed many British seamen out of merchantmen, and also on account of the declared blockade by lord Cochrane of the whole coast of Peru, without a competent foice to blockade ten leagues of it. When Sir Thomas was informed of these acts, he imTGdiately kft Valparaiso, and went in search of lord Cechrancts squadron which had left Callao before he reached thete, for some unknown destination It is believed Sir Thomas will not suffer the blockade to continue any longer, even of Lima, and that he will convoy British merchantmen to and from that port in which event, it is expected that captain Ridgely. of the Contestation, will also give protection to our merchantmen ' Many think that an independent government will be formed at Lima, free from Spain or I hili. An American ship called the Charles Amburger, capt. Haslet, is supposed to have evaded the blockading squadron, and reached Lima.

. Lintz, August 3. During several days past there has been much talk of a new Congress, which

uissaia wm meet at Vienna or Petersburg in the month of September, (the present month) solely to deliberate upon a final settlement of the affairs of l urkey. The ministers of the five great powers will take a part. It is thought the Porte will be invited to send a minister. It is affirmed that our cabinet has received a communication of the important declaration which has been transmitted by the Russian court to the Porte, and that its tenor is such s migh. be expected from the magnaT:imit of the emperor Alexander, .This monarch merely requires the execution of the treaties of 1774. '792, and 1812. There is no allusion in the declaration to any hostile intention, but it insists that the future condition of the Greeks si.ail be irrevocably fixed and that thev shall be guarantied against those persecutions to which they have hitherto been subjected. It was on the 12th Ju;y that the Porte received this declaration We
