Tins man, who has lalley become an important personage, was an office l under Artigas, a plain gaucha (herdsman) brave shrewd and violent. He quarrelled with his general, defeated a party sent to arrest him organized an army from among those ho were dnatisfu-d ith Attigus and drove him from ids government. This extraordinary man ha taken shelter in Paraguay, where he has been kin lly received bv Francis, to whom he vras so often opposed in the field. He resi les in the convent of San Francisco, and from his advanced age, it is not improbable lie Xnay there quietly end his days. The countiy now under the government of Ramirez, extends from Cotrieutes to the extremity of the tongue of land between the Parana and Uraguay. ' While these communications from L,oprz were under consideration, dispatches were received from Ramirez, demanding the immediate fulfilment of the treaty of Pilar ; a declaration of war against the Portuguese, and tho assistance of a squadron to aid his maratime operations against the common enemy. He state that he is we'l aware that nearly all the members of the Pueyreydon facth n were p tmittcd to remain in Ruenos yres, and of their power in the government, Sec. hue. The Junta were placed in an aukward predicament. To accede to the demat.d of Lopez might be to afford assistance to an enemy ; on the contrary, to withhold them would ablige him to keep terms with Ramirez, and to' permit the passage of his troops through Santa Fe. They at length determined to sen! him the succours he asked for. " Government has issued a manifesto, addressed to the provinces, protesting ajjainst the conduct of Ramirez, justifying themselves against his charges, and accusing him of encouraging those irruptions of the Indians which had covered the passage of Catrera over the Cordilleras into the province of Conception. Letters have been received fiom San Martin, dated 10th December, 6 leagues from Lima. So far all have been favorable to him ; he expected to attack that place on the 26th. EUROPE. The people of t.iis countiy, it might be supposed would feel a lively interest in tje-4ssue of such acoi tes ; and we mention as a fact honorable to the national leiings, that the public voice, so far as it has reached us, is unanimous in favor f the nation whose rights and honor are assailed not a newspaper, or aw individual American, throughout thee btates, has been ft und, or will be found, we believe, to utter a difieient sentiment. all the principles of the federal government ; and, in despite of so many assertions, tnat our inteicsts were irreconcilable, after so many piopheciesof disunion and civil war, we have just chosen a Presidept, in all the states of this vast confederation, unanimously. Our system daily obtains greater confidecand attachment in the minds ot the eUjsns, w ho feel it benefits, and perceivnoc and more its natural strength ; a strength which it owes to being exonerated from thoie artificial appendages, whether they come under the head ot ecclesiastical, military, and feudal entailments, or exclusive hereditary prerogatives ; devices which seem to constitute the ioice of Europe, but are, in reality, the dangeious sources ot her evils. Our government demonstrates, that where abuses are not to be defended standing armies are useless ; wheie favoritism, prodigality, and injustice are not practised at the expense of the people, all the acquisitions of industry, or the possessions of inheritance, however vast or however humble, and all the rights of person, are entirely secure. Its action shows it to be the strongest government in the world. While wc enjoy its direct advantages, other nations may look to it as a bright example of what is practicable, and a strong encouragement to proceed in the career of reformation."
