Should wur be actually waged against Naples, by the emperor of Austria, (Whom the Literpool'Mercury styles a "hoary dotal d") it is the opinion ot a London editor, that "it is not likely to terminate in Naples." A writer in the Aurora, ho has given to the public several essays oh the "State of Europa," traces in his third number, the progress of Soeicty, tho introduction of standing armies, or fitter of the izvord; the deelopmcr.t of national resources by manufactures and arts, subservient to an efficient system of finances and lastly, the ascendency of public opinion. The Newa from Italy is important. The Neapolitan Parliament rejected the terms proposed by the Allied Sovereigns with thc utmost indignation. The Pope has issued a proclamation of neutrality ; and expressing his wish that the troops passing threugh his kingdom, may keep away from his capital. The sentiment, the London Statesman says, "appears to have been expressed with a view to check not the Austrians, but thc Neapolitans, who were much on the advance. One body of the latter composed cf regular troops, of 45,000 men, were ch to the frontier ; and another of 40.000 were occupying a different line. Tho numbers of thc Austrian army are stated in private accounts to be grossly exaggerated. Their whole force is said not to exceed 100,ooj while that of tho Neapolitans, including militia, on w hom great reliance is placed as being composed of Carbonari, are said to amount to nearly 16',000 men.
