declare by law, that she will never pass any law impugning the rights or previleges of the citizens of other states. "A very favourable law has passed for the purchasers of public lands. Persons who have purchased, more than one tract, may relinquish any tract they have purchased, and have the money which has been paid on it applied to the payment of the part retained. If any person will pay up the balance due on any tract, before the 30th of September, 1822, he shall have a discount of 37-1/2 percent. The back interest is remitted. Tracts, on which one instalment has been paid may be paid for in eight annual instalments ; tracts on which two instalments have been paid, may be paid in six annu-
