That letter speaks stronger than invective ! it is the eloquence rot of words, but of facts so far as regards the point at issue ; indeed we can say nothing ad fcUion ditional but what the mind ofrvery inent man will of itself suererest. n account of some typographical erpiblishcd m our last, we re-publish it, corrected. sts aaMr. Stout, I trouble you to publish for the information of the public, the following certified transcript from the minutes of the board of trustees ; it nay convince even Mark Barnett himself, whether or not a vote was taken on the propriety of admitting Messrs. Emmison and Johnson to deduct from their proposal to survey the common, or Miether their preposition was decided upon and as Mr. Barnett has in your ran wfXKs paper rcierea 10 u, none can Mill. 1.1 tl. possibly doubt whether his aim be to ex culpate himself or to criminate other 'Ynen by false accusations. I should I confess, rather wish to efface all recollection of that mans mistatements, than to render them more glaring but he has, (or rather his writer for him.) reiterated my name and rendered this short notice unavoidable. I will pass over without particular remark his unfounded declaration that Mr. Colman and myself got a quantity of ground by the late survey more than our neighbours Sec. Sic. for it maybe known to every man in town, that by an ordinance adopted in his presence and contrary to his wish the survey only designates and fix es the streets. I will also nas manv of is abortive attempts to vilify and censure member of the board, when it is known to every man in town, that no public measure can be adopted unless approved of by a majority. I will also pass his absurd inconsistency in the various publications above his name contrasted with his votes at the board, after just glancing at a few of them. When the resolution noticed in the transcript annexed, was disposed of, it was decided by the chair, that the question of acceptance should firt be put on thejlowes tpropositi on.Mr.M'Call's offer was the lowest, and therefore the first

acted upon. Owing to statements made by two members of 'the board of an im proper attempt to influence their vote, it was after some discussion during which I mentioned Messrs E. Sc J. unanimously rejeted. The next nominal lowest was that of Mr McDonald, and after some argument upon the subject, I moved to lay it aside, and take up Messrs Emmison's and Johnson's, ufion the ground that Iivas instructed and cmpowered to deduct w hat ever sum might be necessary to render it the LO WEST. After considerable conversation, that motion was overruled by the chair ; upon the ground I beleivc, that it would infringe upon the rule previously adopted therefore no vote was taken and it does not appear upon record. But having been seconded by Mr. Colman it is within his recollection as well as that of Doct Kuykendall, Judge Johnston, and probably other members. Mr McDonald's proposal was immediately after accepted of by vote, and all talk upon the subject then ceased. It may here be proper to add, that it was not because Mr. McDonald's written proposal was the lowest that he succeeded ; but it was avowedly, because Mr. McCall had said Messrs Eemmison and Johnson were to be concerned with him in the job w hich declaration did not change my opinion with regard to their merit, but it excited the opposition of one member otherwise there would have been a majority in their favor. JOHN EWING. Friday morning, Xoz. 6, 1818 On motion ofXjuJijavJohnston, Resolved, That tii9toard now proceed to take up the proposals for surveying the commons, and make selection of a surveyor therefor. On the question being put. the yeas 8c navs were called and taken : YEAS Messrs. Colman, Ewing, Johnston, Kuykendall, and Sullivan, 5. NAYS Messrs. Buntin Sc Barnett, 2. The Board then proceeded to act on the said resolution. The proposition of Mr. R. McCall was rejected. On motion that James McDonald's be accepted at five hundred dollars, the yeas and nays were called for and taken, YE AS -Messrs. Buntin, Barnett, John ston,and Sullivan, 4. NAYS Messrs. Colman, Ewing, and Kuykendall, 3. I do hereby certify that the above is a correct transcript of all the proceedings on reCord relative to the appointment of surveyor for the common. V. J.
