18. I he Allied Powers conjointly and severally guarantee to America the full and entire accomplishment of the foregoing articles. As Spain herself has Implored the mediation of the Allied Powers, and in her Note offered to submit to their decision, provided it was compatible with the preservation of the king's rights and diguitw it is further understood that their mediation, on th aforesaid terms, will he first proposed to the Spanish government, for their own previous adoption at home, and if not acceded to, they will proceed no further in the business ; but, if accepted by Spain, the same will be proffered to the independent governments of America.
