We presume that the negotiations must have been submitted by the Duke de Richelieu to bis grace the Duke of Wellington, as it ia evident that the British cabinet exercise a cry general surveillance over tin- measures of the French government. The British are unwilling to permit us to have a commercial treaty with any power, until we can settle our relations definitively on that headwith them. The tn asures at the late session of Congress, connected with our navigation, will be Strictly fulfilled, whatever may be the rew m suit We have not much to gain in the present state of commerce in Fiance from a treaty : our object is to introduce tobacco u ithout being subject to the high duties 01 monopoly and cotton, with trifling restrictions. We con hi in return lighten the duties on French wines, and give encouragement to their silks. But the force of habit and custom is so great in those old monarchies, that it is reasonable to infer that the kings of Spain and France will continue to buy tobacco and seil snuff without any abrogation of their lights Afcf.
