oj Am tyc a in Congress assembled, That the trustees f the town of Yincennes shall have powef, Mid they are hereby aut lorised la examine ami adjust all claims t ) :ots in the town oi Vinccnnes ; and if, upon an accurate survey, it shall be found that there arc lots within the precincts of the town te Which no individual claims can be substantiated, the same are hereby granted to the inhabitants thereof, to be ftoldby the trustees, and the money arisimrfrom the sale to be applied to such public purposes as may be agreed upon by a majority of the citizens. And the said trustees are hereby empowered, in all cases, when they shall confirm claims to lots, to give deeds to the claimants for the same. Sc 2. And he it further cnar'-d, That the trusters ot the town of Vinccnnes shall have power and they arc hereby authoi iscd, to dispose of a tract of land coiv tabling about five thousand four hundred acres which by ti e filth section of the art, entitled An act for granting lands to the inhabitants 8c settlers of Yincennes and the Illinois country in the territory northwest of the OVo, and for confirming them in their possessions " passed on the third of March, one thousand seven hundred and ninety -one was appropriated as a common, to the use of the inhabitants of the said town, the said tract Shall be divided into lots, as the trustees shall direct of not more than fifty, nor less than the quantity of five acres, and shall be sold in the manner, and on the terms which may by thembe deemed most expedient and advantageous. Th y shall also hao power to convey, by complete title, the lots sed to the purchase s ; and the proceeds of the lands so disposed of, or so much thereof as may be necessary for the purpose, shall be applied under the direction of the said trustees, to the draining of a pond in the vicinitv of the town ; and the residue of the money arising from the said sales, if any there be, shall be pai 1 over to the trustees of the Yincennes University, and shall by them be applied to the benefit of the satd Universe tv Sec 3. The Genuine Vaccine matter will be preserved here without any interruption, and furnished for the use of physicians or private families, to the number of Two Glasses, for the sum of Two Dollars ; or in like proportion according to the number of glasses or quantity of the virus required. 2. Every portion of the Vaccine matter furnished will be warrantflM genuine; and should it fail to take effect, rom any accidental cause, a fresh poaUon v. ill be furnished in its stead. 3. Such directions will alw!ys"ac company every fresh portion of the' matter furnished by the subscriber, as will enable any intelligent citizen oi private family residing in places where practicing physicians cannot be conveniently procured, to use it with the most perfect safety, and thus to secure themselves from the Small-Pox, with the greatest certainty of success. 4. The wide extent to which the natural Small-Pox, has lately prevailed in our country, and the consequent mortality which has attended its progress in various places, compels me to address jrou at this time, with the hope that all respectable citizens will consid r the public Kood and will not longer overlook .is subject, nor treat it as one of such trival importance, as to be altogether unworthy of your mo t serious regard. The cities of New-Yor. and Philadelphia become much infected with this contagious disease, more than a year since ; and from thence it was soon carried into many other towns and seaports within the United States, by travellers on land ami by water ; but the spreading abroad of this contagion is by juo means to be attributed to the carelessnckstrf travellers alone ; the blamemay he truly attached, and it justly applies to levery individual in' society, who negleJW to secure his own person or family against it. And more particularly so, if in this unguarded situation they travel from place to place, or hold any intercourse with the rest of mankind Thus it happened When the small-pox was lately introduced into the cities to the eastward as has been just stated, that transient visitors, and others w ho were passing to and from these places, caught it there and soon planted it, not only in other cities and towns, but along out main roads, w here strangers and travellers, ignorant of tin ir danger, had afterwards to pass at the peril of their lives. Many of the public houses on the high roads leading to the eastward, became infected m this manner early last spring, by which means every family emigrating in this direction with their children, became unavoidably exposed to it. They often took it, and in their turn aain soon became its propai;aters to others. So that the last summer had scarcely commenced before this pestilence had become apalarming epidemic to the citizens of fVnnsv'vania, Ohio, Indiana, Illinois, IeTituekv, Tenne ssee, Sec. No town on the Wabash can boast oi a. more delightful view ot the river, a bet" tcr landing and harbour for boats both in time of ice, and at every stage of water. The adjacent country is very fertile has every appearance of being heuithy, and abounds with streams oi excellent water ; some of them afford good mill scites, on which it is expected one or two mills will be erected the present season Stone ol m era! kinds have been found in the adjacent hills ; the most common are granite, lime, and lieestone. Iron ore, and Stone C oaic, lias alio been discovered ; the lat;cr in great abundance, but has not as yet been much sought after. The settlement in the vicinity of this place is yet in its infancy, owing inareat measure to the want ot Mills and some tittle disturbances with the Indians, since the termination ol the war. It is however increasing very fast and soon will be able to surmount these difficulties, and should the emigration to this country be equal to what is anticipated, this part of the country will soon be. come very populous. There is no other scite for a town on the western bank of the Wabash from the boundary line to near the center of the eleventh township a space of about 30 miles ; this circumStance together with the fertility of the soil, for a great distance, westwardly cf the river ; and the prospect of a populous settlement, render this place an object worthy the attention of those who may wish to become purchasers of town property. A lew lots are set apart by the proprietors, and are intended to be given as donations to individuals who may wish to become actual settle rs previous to the day of sale. Those Merchants or Mecnanicks, whomav ish to avail themselves of this advantage, are refered to Mr. Truman Blackmail, residing in Fort-Harrison prairie, who is authorised to enter into contracts to tho mutual interest of the parties Terms of sale to be published hereafter.
