Sir 1 have the honor to transmit hen. with for the information of the House of Representatives, an estimate of the appropriations for the service of the year 1 8 1 S, amounting to S 10,2d,l 1 62. viz : For the Civil List 1,0? 3,708 02 Miscellaneous Kxpcnces, 4: ),308 31 Intrrcoutse with foreign nations, 487,066 64 The Military Establishment including arrearages, and Indian Department, 6 265 132 25 The Naval Establishment, including the Marine Corps, 2,611,376 20 B 10,925 191 62 The funds out of whirh, the appropriations fur the j ear 1818 may be oischarged, are the following : 1. The sum of 6,0 0,000, annually reserved by the act of the 4th of August, 179 6, out of the dudes and customs, towards the expences of government. 2. The proceeds of the Stamp Duties, and the duties on sugar refined within the United States. 3 The surplus which may remain of the astoms and Internal Dutiesj after

WOR I'lllNGTOM. ft in excelli ncy the g)vtrujr (J' A', n tuck fi Vl'tV, joint committee to whom it was refered the subject of Improving the navigation of the Ohio river,, have considered the same, and are fully p rsujded that the time has arrived when the states bordering on this noble river, are imperiously called upon by their interest promptly to unite their exertions to remove the reat obstacles to Western commerce and ill the opinion oi your committee, the population and fiscal abilities of the state warrant the measure ; by reason of the impedimenta at the falls many severe lotS4 s have been sustained, especially to ship builders, so that this valuable and important business has nearly been laid aside as respects t he larger class of vessels. The
necessity of unloading the steam boats a id larger barges at times in the decefld ing course, and almost every cssel in tin- ascending navigation,' calls loudly for immediate exertion, at a time when the surplus productions of our soil are so abundant and constantly increaslnsr, and the enterprise of the citizens has already carried our produce direct to Europe, thereby establishing that moat important and valuable course of exchange. Under these circumstances to slumber any Ion vv Would betray a disrea:d to the best interests of the community, or the want of discernment to discover the ad a ntages brought within our reach by a bountiful Providence.
