X 1 The Mail due on Thursday last, was i not received until la t evening by it Ire received the President's Message, but too (ate for this day's paper. Co mm u n ical ion . The citiaens of Vinci nnes, arc reouested to attend at the house of Mark Harnett, on Saturday evening next at 3 o'clock p. m. to take into consideration the propriety of petitioning congress to adjust the titles and boundary of the town It ind to make some disposition of the Commons adjoining the town. FOR THE I STtR.N SUV.

ORIGINAL CRUMBS, Mr Editor Under this head you may occasionally expect to hear from one who has no desire to engage in cither party politicks or loeal broils A ME C HA NICK. Swift savs that " ftarty is the madness of many for the good of a few and I will say than fiatr itism is tnc virtuous labours of a fe w tor the good of the many. Most men stand upon firincifile, yet there are very few men but what are governed by interest the great ai t lies in concealing the latter by the former. An interested mind, varnished over with a shew of liberality is like an old house newly painted outside it is picasing enough 'till we come to sec the ineide of it. How many persons imagine that a mi iris always unhappy. This is quite a mistake foi once you are in the way of it, there is as much mental pleasure in savins? the penny as in sheading it. It

is a habit, which makes any pursuit an enjoyment and though nigardliness may be a disgusting quality to me, yet it may not be so to another person. A close fisted hunks of a fellow is afraid of losing his money ; and is not every man afraid of losing what he is fond of? We may depend On it that an able miser is" never miser-able at least not more so than other nu n who are strongly attached to particular objects. It has been observed, that u none but the opulent and the independent can afford, or save, by bring close listed." Is a ftrot rnding or retiring beauty most ought after ? Judging by the other heavenly bodies 1 should give my vote for the latter. Herschell or Lelande -would peep through their telescopes for a month together to find out a new plan et that is far retired in the immensity of pace but the Sun, that is palpable to Overy eye, is only peeped at now & thenWithout any reference to political dissipations, I would give a few remarks on a certain disposition which has manifested itself ir various ways throughout tome of the states relative to common taw and legal tihr.i es. A certain knot of lawgivers have resolved to make every thing plain and easy of comprehension to each individual in society accordingly com7v ft (aw nd legal fibroses must be abolished. This to be sure is a pouncing assault ; but the gentlemen who have engaged in the husuu ss may not carry their reflections quite far enough. If common be abolished there must be an act of Assembly to supply every deficiency all I what '.nay now be found in a few reporters, would have to be searched for in the statute ook of the slate at large and pray will s poor man, or a man who lias to toil and sweat for his bread, have in re leisure to aaamine these, than to pry into the volumes which already contain t ie comrdon law ? But let me examine for a moment what this common law is it is a set of rules bv which we bargain and sell, barter and exchange : by which we hold our property and protect our lives : a set Of rules which have arisen from the experience of man in the wisdom qf ag, s -which our forefathers began, fit xv.nch our posterity will endeavor, as i e

to perfect. omrnon law be-

exist without it. It is law bci i rule of conduct "and it is

c?w n because it applies to every mem

ber of the community and whether it be found in the books of reported c.iscs or in the aefs of Assembiv.no man can heroine ac iuaited with u t toroughly, with out leisure and itu ly Seven years arc ii lowed in many cases for the acquire m 'it of an art or tra ' ,n 1 yet there ate mi i who would say that the law which embraces ten thousand principles n 5cesi rj to control human actions may be

A man who suffers his attention

divided by many objects at once, to the injury of one principal aim, acts as I did when a child in pursuant of butterflies through the garden following ail by turns, and catching none of them. HAY I I, It will be recollected that we lately sent the Congress frigate to Hay ti, with a commissioner on board, charged with arranging our affairs with that government. The result of that mission is not generally known. The following account ofthe arrival of the Congress, as well as despatches from the count of Limonade, secratary of state for foreign affairs, has been furnished by a friend to the Eaitor of the National Advocat. Official note from the Hayii Gazette. M In order to remove all doubts which the arrival of the American frigate Congress in the port of the capital, having Mr. Tyler on board may have excited and also to remove all motives of calumny from the enemies of Hayti, we are authorized to publish the following documents. M A govarnment, strong of itself as well as by its principles of wisdom Sc justice does not fear to make the truth known. There will be seen in these documents the desire which our government has exhibited to establish relations of commerce ai d friendship with the government of the United States, whenever they should be founded on the political relations, usages and reciprocity which ought to exist between governments. It will be seen that the cause why the lucrative commerce which has for more thah 25 years existed between the two nations has not been more extensive, is owing solely to the govrnmegt of the United States."
