Notwithstanding there are several subjects deserving your attention, and incumbent on me to present for your consideration. The statute laws of the state, hare become so obscure, from the multiplied amendatory and supplemental acts, to ascertain the duties of the ckiz n, as areil as of public functinarics, is rendered difficult; and particularly so to the former. It is believed after performing the duties which the common avocations of life lemand, but htue time will be allowed for the greater portion of the citizens to inform themselves of the mandates of our statutary laws, involved in ail their present uncertainty. It is submitted to the Legislature to determine, whether as a mode the least expensive, t!ie selection of suitable characters, to whom the revision of the laws shall be confided, oe the most eligible; subject nevertheless to your rejection, in vvhoie or in part, at the next meeting of the Genera. Assembly The revision of our penal code, demands the attention of the present Session. To ensure the punishment of crime, the penal laws should be tempered with a degree oi mildness, becoming the nature of our Government and the feelings ol its citizt ns. The revision of the Militia Law, will claim yoilr early attention; without which the organization of the militia cannot oe completed ; and connected with this nioject, an additional salary to the a liutant general, is recommended) whose ..vices and responsibility render it advisable.
