RUSSIA. Late accounts says the emperor Alexander was on the eve of leaving St. Pefor 18 months on a tour of inspection through ine southern provinimmense dominions. The differences between the Turks & Russians are likely to be amicably settled and a negociation is said to be on foot for engaging the sublime porte to permit the free passage of the Dardanelles to all vessels paying a moderate duty. St. Petersburg, Jul 31. An event which took place on the 21, of last month, in the environs of Abo, has created great alarm among the inhabitants. On that day, towards noon the ground of a village, 22 versts from the city suddenly sunk to the depth of many fathoms, and dragged with it 12 houses, which were completely submerged (preserving however their situation) so that no trace of them could be discovered. A similar falling in of the earth occurred in the same place in 1755 and '88. Among other causes, this phenomenon is ascribed to the swampy marsh upon which the village is built, and to the riverer. which flows through it. The accident has occasioned great loss to the inFRANCE. Lyons. -Accounts by the way of England, represent this city to be in a state of insurrection, "equalling in atrocity & violence the most sanguinary scenes of the revolution" and that Marshal Marmont had been appointed to the command of the 19th military division, of which Lyons was to be his head quarters.
