A ration to consist ot one pound and one quarter of beef, or three quarters ol a pound of salted pork, eighteen ounces of bread or flour, one gill of rum whiskey or brandy, and at the rate of two quarts of salt, four quarts of vinegar, four pounds of soap and one pound and one half of crndles to every hundred rations. The prices of the several component parts of the ration must be particularly mentioned in the proposals, but the United States reserve the right of making such alterations in the price of the component parts of the ration aforesaid, as shall make the price of each part thereof bear a just proportion to the propoted pric of the whole ration The rations are to DC furnished in such quantities that there shall at all times, during the terrm of the proposed contract, be sufficient for the consumption of the troops for six months, in advance, of good and wholesome provisions, if the same shall be required. pediate the mails and alter the times foi arrival and departure at any time during the continuance of the contract, he previously stipu.oting an adequate compensation for any extra expense that may be occasioned thereby. 2 1 ifteen minutes shall be allowed for opening and closing the mail, at all offices where no particular time is specified. v 3. For every thirty minutes delay (unavoidable accidents excepted) in arrv-i ing after the times prescribed and in any contract, the contractor shall forfeit one dollar ; and if the delay continue until the departure of any depending mail, w hereby tin mails destined for such depending mail loses a trip, a forfeiture of double the amount allowed for carrying the mail one trip shall be incurred, unless it shall be made to appear that the delay was occasioned by unavoidable accident ; in which case the amount of pay for the trip, w ill in all cases, be forfeited and retained. 4. iPcrsons making proposals are desired to state their prices by the year. Those who contract will receive their pay quarterly in the months of ebruary May August, and November, one month after the expiration of each quarter. 5. Xo other than a free w hite person shall be employed to convey the mail. 6. Where the proposer intends to convey the mail in the body of a stage carriage he is desired to state it in his proposals. 7. The 1 ost-master General reserves to himself the right of declaring any contract at an end w henever one failure happens, which amounts to the loss of a trip. 8. The distances stated are such as have been communicated to this oflB e, and some of them are doubtless incorrect ; on this subject the contractor must inform hnuself; no alteration will be
made in the pay on account of ror in this respect.

" THE RED BOOK" By order of congress, a book has been latciv published, (with a red cover,) w hich gives a list of all the officers belonging to the government of the United States, from the president dow n to the lowest messenger with their salaries 8c different employments. It is a very useful book, as it is right the pC pie should know now their money is expendeii, to Whom given and for what given. Thee are 2 i different departments in Washington, in which arc 257 persons, all employed in carrying on business of the nation; and whose salaries amount to 35 1,887 per annum. Besides these officers, there is another expense for ministers, secretaries, and consuls, employed in foreign countries, whose salaries and out-fits amount to & 1 56 000. 1 hese together, amount to the sum of g5o7,887 making, in round numbers about 128,5' 0 sterling per annum. But it should be observed that the latter expense is of a flu mating nature .Some years it will be less by from $9 000 to 36,000, as the ministers. Sec. happen to remain or be removed at foreign courts or places of commercial importance.
