Opening and closing the mail, at all offices where no particular time is specified. J. For every thirty minutes delay (unavoidable accidents excepted) in arriving after the times prescribed and in any contract, the contractor shall forfeit one dollar ; and if the delay continue until the departure of any depending mail, whereby the mails destined for such depending mail loses a trip, a forfeiture of double the amount allowed for carrying the mail one trip shali be Incurred, unless it shall be made to appear that the delay was occasioned by unavoidable accident ; m in which case the amount oi pay tor the ti ip, a ill in all cases, be forfeited and retained. 4. Persons making proposals arc desired to state their prices by the year. Those who contract will receive their pav quarterly in the months of i ebruary. May August) and ovember, one month after the expiration of each quarter. 5. No other than a free while person shall be employed to convey the n ail. o. Where the proposer intends to convey the mail in the bony of a Stage carriage he is desired to state it in his proposals 7. The Post-master General reserves to himself the rii;l.t of declaring an) contract at an end whenever one kali U re happens, which amounts to the loss ol & trip. 8. The distances stated are such as have been communicated to this office an.i some of them are doubtless incor rect ; on this subject the contractor must inform himself no alteration will be m e in the pay on account of any error in ti is respect. 9. A rati n to consist ot one pound and one quarter of beef, or three quarters of a pound of salted pork, eighteen ounces of bread or flour, one gill of rum, whiskey or branny, and at the rate of two quarts of salt, four quarts of vinegar, tour pounds of soap and one pound and one half of candles to every hundred rations. The prices of the, several component parts of the ration must be p rticularly mentioned in the proposals, but t ie United Slates reserve the right of making such alterations in the price of the component parts of the ration aforesaid, as shall make the price of each part thereof bear a just proportion to the proposed price of the whole ration The ration are to be furnished in such quantities, hirt there shall at all times, during t ie f ' Tin of the proposed contr ct, he sufficient for the consumption of the troops for six months, in advance, of good and w holesome provisions, if the same shall be required. It is also to be permitted to all and every one of the commandants of fortified places or posts to call for at seasons, when the same ran he transported, or at any time, in case of urgency, such supplies of like provisious, in a Ivance, as in the discretion t the commander shall be deemed proper.
