I informed you of the progress of gen. The Buenos Ayreans have entered the capita!, Santiago M MARCH 1st, 117. Chili is gone : it is in the hands of the patriots who have carried every thing before them. The etiquette is. for those beow to wait upon all those above lem. For example, a foreign minister. Mr. Baoot or M. Hyde le Neuvihe, does not wait upon a representative, to pay his respects to him ; but he w aits upon the Senators and Foreign Ministers. Thus a representative of the people is, according to this new tangled cai tel two ra'!cs below a Senat or and 3 below the Ifeadsofthe Executive Depart menf These distinctions are of course not universally adopted There are many men too prond to acknowledge them. Nor are they as pertinaciously adhered to by any American officer as bv the foreign ministers, who recognise something in them of the ranks and privileges of the European Courts Hot it is a fact, that this contemptable etiquette is begun, and is. we are afraid, increasing, and ouht to be extinguish ;d Let anv man ask himself what he w ould think of his Representative, who would stoop so low as to acknowledge his inferiority ; or what he would think of a Senator or Executive Secretary, who would be so insolent as to exact this difference. Would he not deem either of them as unworthy of his good opinon ? We know that hospitality to strangers has been in all countries considered as a public duty. Foreign ministers are certainly entitled to their full snare of it but if a foreign minister does make it a point of etiquette, to wait upon a Senator, and only to return the visit of a Representative, what high minded Representative, w ould how to the distinction, even though he should be fortunate enough to receive an elegantly ornamented card from fc The Han and Lady to the llo irabie Mr n requesting the pleasure of his company this evening at drawing room?
