Charleston, (s. c.) April 5. From Jamaica. Ty the ship Cyrus arrived on Saturday evening in 15 days from Kingston, we have received files ottJamaiea papers to the 19th ult, W r learn verbally by this arrival that information had just reached Kingston, and from a source which it was believed might he relied upon, that Petion was dead this will probably cive rise to new changes and convulsion in that devoted island. The demand made some time since upon Petion for the Jamaica pilot boat which had been carried off to St. Domingo, together with her crew, had been refused, a d a frigate was about sailing fcun Kinuton, to enforce the demand. KtNGSTON, March 11. We yesterday learnt by a private letter just received in this city, that gen. Morillo has been routed in attempting to pas from Sagamoro to Venezuela, by the army commanded by the chevalier Lervier. and escaped by the plains, at the entrance of the Spaniards into New Grenada. Tbe Division aTEtranger, commanded bv Bayer, in the service of the Spaniards, is gone over to the Independents, and abandoned their chief : this division was called the Loyalist corps of Ferdin and. March 17. Recent advices from Co man a s'ate, that gen. Marino, with an independent force, had taken that t u n on the 16th ult. after a loss of between 4 and 500 men. Before the attack Marino sent in a flai of truce to the royal garrison stating that if they would surrender they should he treated as prisoners of war, k ail wed i hours for an answer. Gen. Prado said t' it the answer did not require 1 minutes1 consideration, and that they would not surrender. The atta 'k up "i receiving this reply, immediately commenced : when after a severe contest the independents became victorious and gained possesion of the town. From 700 to 1000 European troops then retired ifito the fort, which was assaulted and the whole of them put to the sword. Zarasa, who were in his rear and cut off all his supplies from the plains. The Loner Creek Indians, Are represented as being very much disposed to hostilities with the people of Georgia, they having forcibly driven off 300 head of cattle, painted themselves with war paint, and acted in such manner as to create great alarm. It is said the inhabitants on the frontiers have been compelled to embody themselves in order to plant their Corn. Oliver Wolcott, has been elected governor of Connecticut, by the aid of the democracy of that state, in opposition to John Cotton Smith, the present governor.

BE it enacted by the Senate and House of Representatives of the Uniced States of America in C'jcgress nssemhled'Yhx the widows, if any such there be, and in case there be no widow, the child or children, if there be no child, then the parents or parent, and if there be no parent, then the brothers and sisters cf the officers seamen and marines who were in the service of t lie U. States, and lost in the brig Epervier, shall be entitled to and receive out of any money in the treasury not otherwise appropriated, a sum equal to 6 months pay of their respective deceased relatives aforesaid, in addition to the pay due to the said decease d on the 1-1-th day of July. 1813 , to which day the arrears of pay due the deceased shall be allowed k paid by the accounting officers of the Navy Department. Passed 3d of March 18 17. The amount of 6 months extra pay authorised by the above act of Co ress will be paid to the Ical claimants upon application to the Navy Department, Washington, when they shaii severally transmit a certificate of marriage duly authenticated in behalf of a widow, a cei -tificate of baptism and the parish record in behalf of orphan children, a certificate of relationship of brother or sisters duiy attested by a magistrate of the county, proving incontestibly the kindred and jtibt claim under the said act As no intermediate agency is necessary in the case, claimants are requested to send their vouchers and papers direct to the Navy Department, and the money will be paid by cheeks upon the banks, in the neighborhood of their residence ; without expence or deduction Those who constitute attorneys will have to prove their identity, and affinity to the officer, seaman or marine, and no letters of administration will be required or admitted in favor of a claim. 1 he payment being Specifically applied to the relations aforeme ttioned. none other need to apply, Be the strictest scrutiny will be observed when the application is not direct from the person designated in the law.
