retaries of those Departments, the examination of the accounts of which has bee n assigned to them by the preceding section. Sec. 6. And b it further enacted, That the said auditors shall annually on the hi st Monday in November report to the Secretary of the Treasury the application of the money appropriated for the Military and Naval Departments, for the prccedingyear, winch shall be laid before Congress by him with the annual statement of thr public expenditure. Sec. 7. And be it further enacted That tae Treasurer ofthe U. States shail aisburse all such moneys as shall have been previously oi dered for t he i sc of the war and Vavy Departments by warrants from the Treasury which disbursements shall be made pursuant to warrants drawn by the Secretary ofthe War and Navy Departments respectively countersigned bv the 2 . comptroller, and registered by the auditors respectively. ec 8. States. Sec 11. And bei further enacted That the provision contained in the cl section ofthe act passed the 3a March 17iJ7, entitled 1 An act to provide more effectually for the settlement of accounts between the U. States anu receivers of public money, " Which enacts ti.af in every case Where suits have been or shall be instituted, a transcript from the books and proceeoings ot the 1 reasury, certified by the Register, shall be admitted as evidence, and be exteuded i.i regard to the accounts ( f ti e . ar be Navy Departments, to the auditors respectively charged with the examination of those accounts and that certificate signed by them, shall be ofthe same effect as that directed to be signed by the rei irisK r. Set i: t it further enacted That the auditors of the public accounts sliall be e n powered to administer oaths oi affirmations to witnesses in any case in which they may deem it necessary for t e due examination ofthe accounts ith which they s tall he charged. Sec 13. And be itfurth r enacted That it shail Ik the duty ofthe Secretary ofthe treasury to cause all accounts ofthe expenditure of public money to be settled within the war, except where the distance of the places where such expenditure occurs may be such as to m ike further time necessary : and in respect to expenditure! at such places, the Secretary ofthe Treasury) with the assent

ofthe President, shall establish fixed periods at which a settlement shail be required. And it shall be the duty ofthe 1 J first comptroller to lay before Congress annually, during the first week of their session, a list of such officers as shall have failed in that vear to make the settlement required by law. Sec 14. And be it further enacted That in the annual statement of all accounts on which balances appear to have been due more than 3 vears, which the comptroller is now required bv law to make, he shail hereafter distinguish those accounts the balances appearing on wliich shall in his opinion be owing to difficulties of form, which he may think it equitable shall be removed by an act of Congress ; and where the debtors by whom such baiances shall have been due more than 3 years shail be insolvent, and have been reported to Congress for 3 successive, years as insolvent the comptroller shall not be required in such case to continue to include such balances in the statement above mentioned. See 15. And be it further enacted That the salary ofthe comptroller appointed by virtue of ti.is act, shall be 3 )00 dolls, per annum, and that ofthe auditors, each 3 00 dollars per annum. S t i 6 . And be U fhrther emitted That there shail be allowed to the judge ofthe said District Court the annual compensation of 1000 dollars to commence from the date of his appointment, to be paid quarter yearly at the treasury ofthe U. States Sec. 4- And be it further enacted That there shall be appointed in the said district a person learned in the law, to act as Attorney for the U States, who shall in addition to his stated fees, be paid by the U. States 200 dollars, as a full compensation for all extra services. Sec 5. And be it furtht r tnacted That a Marshal shall be appointed for said district, who shall perform the same duties be subject to the same regulations and penalties k he entitled to the same ires as prescribed to Marshals in other districts ; and shall, moreover be entitled to the bum of two hundred dollars an

BE it enacted by the Seuatr and Hou.se of Refiresehativ s of the Ifnited States of America in Congress assembl d, That the act entitled an act for the safe keeping and accommodation of prisoners of war, passed on the 6th day of July, 1812, be and the same is hereby repealed and the Secretary ofthe Treasury is hereby re uired to cause an account to be rendered ofthe fund appropriated by tht act hereby repealed, and report the same to Congr ess, at their next session.
