Vinccimes, December ?, 1816. This days1 paper commences the 8th volume of the Western Sun, md the editor returns his grateful acknowledgments to those of hi ' subscribers who have rciilhf encouraged him and to such as have for from two, three, four, five, six and -even years, encouraged hirti only by promises, he must again remind them that he now expects something from them more substantial, almost any article being in greater de1mand at present with him. But little business, except of a local natuie, it appeal's by the Cory don paper, has as yet been before the legislature.
The Bank of the U. States will commence discounting in Philadelphia in the beginning of January, and the several offices or branches at Boston, New-York, Baltimore. Charleston, Savannah and New Orleans, i! is expected will be ready to commence about t he same time. It is already well ascertained, that the directors of this great National institution are disposed to act with the most friendly liberality in their intercourse with the State Banks, and all apprehensions of injury resulting from the Commencement of its operations, are changed into the pleasing ceiainty of benefit to the merchants in particular, and to the nation in general. The oiler made of ten millions in Specie by a respectable mercantile house in London, on terms higly Advantageous to the Bank, will probably be accepted; and will at once effect the restoration of cold and silver to current circulation. On Tuesday, se'night a young woman, about 23 years of age, proceeded with a man, aged 07, to St. Martin's church, London, to bejoined in the soft bands of matrimony. On their arrival at the altar, where their mutual vows were to be consecrated by the sacred obligations of religious ceremony, and every thing being prepared, the young lady, to the utter astonishment of the priest, and all around her, ran out of the church. Toe bridegroom's friends pursued herupSt. Martin's lam4, and brought her back' to the church, where, after considei able persuasion, she as per suaded to say, 1 obey and the V 7 ceremony was concluded by the lady's receiving a severe rebuke from the Clergj man ! spiracies have recently been detected, one of Which had in view to surprise and take possession of the fort at Bridgetown. A lame number of the insurgents had been apprehended, and the civil authorities were constantly occupied with trials and executions. The U. States frigate conrorapt. Morris, and sloop of war Chippewa, capt, Reed, now in Boston Harbor, are under sailing orders, and will go to sea in the course of 10 or 15 days. The former is ordered to the Ctalph of Mexico, for the protection of our commerce in that sea; and the latter we understand will prdceed to Cadiz, with despatches, and then join the Mediterranean squadron. A petition, is in circulation in N.Jersey, to the Legislature of shat stare, praying that they would instruct Senators and Representatives in Congress from the state of New Jersey to lay before Congress the expediency of forming a colony on the coast of Africa, or elsewhere, where negroes and people of color, who are now or may hereafter become free, may be removed with their

Emilv, for London. We understand that Mr. Hughes leaves the countrv as the Secretary of the American legation at the Court of Sweden ; and that Mr. Russel being desirous to return to America. Mr. Hughes will succeed him as Charge des Aflairs. This gentleman has been frequently employed by the government in a diplomatic capacity ; first as Secretary of the Embassy at Ghent ; then on the special mission to Carthagena, in the Macedonian, Which terminated in a manner honorable to the nation and to its commissioner ; and now he leaves his country with a new evidence of the confidence of the administration. We are informed, that despatches for all our ministers abroad have been committed to Mr. Hushes, especially for Mr. Adams in London, and Mr. (Tallalin in Paris.

ly destroyed by explosion. So violent was the shock that many people in the vicinity of the mills were thrown from their beds, & almost every house within half a mile bad its windows broken. In Stockbridge, 3 miles from Lee, the shock was severely felt ; but in great Harrington, which is 8 miles further from Lee than Stockbridge, and in the same direction, several windows were broken. The difference in its effects, we are unable to account for. In Lenox and the adjacent towns the furniture of the towns were set in motion. The dam age of the mill is estimated at $2000. This is the third time within 6 months that an explosion has ta ken place at these Mills. In the present instance, we understand that on account of the late rains the owners were desirous to improve all their time, & had therefore worked their machinery so hard on the preceding day, as to cause a heat, which, when the mills were left at night, communicated fne to the swrooden part of th machinery and produced tile misfortune. It states, that a few days before, Bonaparte was missing for four hours, but the sentinel stopped him, when he said he should not be on the island nine months. In consequence of this he is now confined to bis

MISSION TO NAPLES. Extract of a Letter from Naples, dated Aug.22d. "The demands made by Mr. Pinkney on the kin of Naples, have I understand, been comply -ed with, the king agreeing to pay to the United States the sum of three hundred thousand Dollars. This business being settled, and all the American squadron, except the schr. Hornet, being now here, it is supposed the fleet will sail in the course of three or four days for Messina ; from thence to Syracuse, then visit the T5arbary states, and proceed to (iibraltar to make arrangements for sending one of the ships home with dispatches, and to carry home the men hose time of service has expired.
