Britain invent for countenancing the Neapolitan monarch in a refusal of our fair demands ? The people of every independent nation, whatever revolutions they may experience, or however they may cnange their sovereigns, are responsible for the unjust acts of their governors. Were the rule of the law otherwise, all that a nation would have to do. in order to get rid of its domestic debK and its foreign obligations, would be, by a little violence of exertion, to depose one sovereign, and crown another. This is a doctrine, however, that savours too much of AJfferine logic, to be recognized by christian potentates. Nat. Int. NEW YOU K. Nov. 1. Last evening arrived at this port the U. Stales brig Saranac, capt. Ellon, from New Orleans, and 15 days from Ship island. Prom capt. Elton we learn, that a Spanish brig, prize to a pirate, had been recaptured by the I . States brig Tom Bowling. Sc had arrived at the Ealize. The pirates who had charge of her were put in an open boat, fifteen leagues from the land, but had readied New Orleans. The prize was fallen in with off Baratia, where the pirates intended to smuggle in their cargo. Capt. Kit on was off Bouquilla de Piedras, on the P2th of September, and was informed, that the patriots had taken Orisava, where they found a large deposit of specie. The Spanish government schr. Coureta of i guns and 63 men, had been captured by the Mexican Patriot (formerly the General Bolivar,) altera severe action of two hours and a half. The prize had arrived at Bouquilla de Piedras. From Port an Prince. We learn by a passenger in the British s!(Kp Three Sisters, arrived yesterday from Port an Prince, that a French frigate and sloop of war arrived at that place about four da v s before capt. Kerr sailed from Martinique, with three commissioners from the French government on board. It was reported the object of their visit was to brine about a reconcilliation between Petion and their government. The general belief however, was. that nothing of the kind would be listened to, unless Louis 1 8th acknowledged the independence of the country. Port-au-Prince was illuminated on the nights of the 8th, 9th and
10th Oct. in consequence uf the revision of the Constitution; whi ;h makes Petion President for life. lie was formerly appointed every four years.

Agreeable Intelligence. 1l o tne gentleman who furnished us with the following extract of a letter written on board the steam boat Washington, we beg leave to present our thanks and we embrace the opportunity to congratulate our readers on what may be considered the complete overthrow of a commrrcial monopoly, that had its foundation in wrong, but which has produced and still threatened serious embarrassments. Lib. Hall. yew-Orleans, October 21, 1816. " We arrived at this port in 12 days from Louisville, including stoppages to deliver cargo, Sfc A few minutes after we arrived, the agent for Fulton and Lvoinststows boats came on board, and threatened capt. Shtneve with a prosecution, which they put into execution a few days afterwards, and the boat was taken possession of by the sheriff. Captain Shrieve petitioned the Court to hold the prosecutors to bail for damages and a redelivery of the vessel, in case of a failure in them to establish the legality of their claim, which was granted. With this decree of the court the prosecutors refused to comply, & they have since withdrawn the suit ; and also the appeal which they had made, from the decision of the Court in favor of the Enterprize. The Washington will have a full cargo for Louisville, will sail on the 23d inst. imd expects to arrive there in 25 or 30 days.
